Job Summary: ***Recruitment/Relocation Incentive: May be authorized for a highly qualified candidate.*** The Supervisory Safety & Occupational Health Manager for the Miami VAMC is providing direct supervision to employees within the Occupational Safety and Health Program. This position has the lead responsibility for planning, designing, implementing, monitoring and evaluating program operations to achieve compliance with VHA, OSHA, JCAHO, NFPA,DOT, CARP, CAP and state and local ordinances.

Major Duties:

  • Provide direct supervision of employees within the scope of OSHP. Develop performance standards, writing position descriptions, evaluating work performance. Scheduling work and leave, counseling of employees whose performance is marginal or unsatisfactory, initiating disciplinary actions when necessary and addressing employee complaints. Initiate recruitment actions, interview and select new employees. Determine staffs training needs and obtains resources for continuing education. Instruct employees on technical and administrative matters. Monitor regulatory environment to anticipate changing priorities, program objectives, staffing and financial resources. Furnish consultation to the Chiefs of Services and other medical center administrators concerned with the health and safety of the Veterans, employees and visitors of the facility. Responsible for the development of technology, data acquisition, methodology, industrial hygiene and system analysis for the MVAMC. Ensures implementation of the Safety, Occupational Health, and Fire Protection Programs in accordance with the Joint Commission (JC), Occupational Safety and Health Administration (OSHA), National Committee on Quality Assurance (NCQA) and the National Fire Protection Agency (NFPA). Interpret new safety & health and environmental legislation and recommend the adoption or implementation of specific policies and procedures. Maintains a working knowledge of all regulatory agency requirements as they pertain to the Safety Program of the MVAMC. Review contractor safety plans to evaluate risks to the MVAMC staff, visitors and patients ensuring compliance with applicable VHA, NFP, and OSHA regulations. Participate in pre-construction meetings with private contractors to asses safety hazards related to contractor activities such as renovation and new construction. Plan and direct programs for management of life safety and fire prevention while maintaining a close working relationship with local and community fire officials. Oversight of fire alarm and fire extinguisher system contracts for maintenance and inspection. Plan and direct programs for management of hazardous materials and waste. Meet and work with state and local authorities to ensure MVAMC compliance with state and county hazardous materials ordinances and reporting requirements. Required to respond to any request, directives, reports and/or inspections conducted by JC, OSHA, Committee on Accreditation of Rehabilitation Facilities (CARF), Environmental Protection Agency (EPA) and NFPA. Plan and direct programs for emergency preparedness. Develop MVAMC policy and procedure to include facility wide response protocols for a comprehensive range of disaster scenarios. Maintain working relationship with Emergency Medical Center Strategic Healthcare group (EMSHG), Area Emergency Managers in VISN 8, local and county emergency management officials. Direct Healthcare System wide staff education and training in all required elements of occupational safety and health, ergonomics, fire safety, hazardous materials, industrial hygiene, emergency procedures, Green Environment Management Systems, and other topics as required by regulation. Supervisory Statement: A one year supervisory probation period may be required for this position. Work Schedule: Monday - Friday 7:30am to 4:00pm Virtual: This is not a virtual position. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/25/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Safety and Occupational Health Management Series-Individual Occupational Requirements: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. or Experience Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. In addition to the Individual Occupation Requirement above, you must also meet the minimum requirements below to be qualified for the GS-12 level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Monitor regulatory environment to anticipate changing priorities, program objectives, staffing and financial resources. Prepare executive briefings and summary reports for the Administrative Executive Board, Performance Improvement Board, and Executive Council of the Governing Body. Plan, organize, and direct occupational safety and health programs to promote the safety of staff, visitors and patients in a wide variety of settings. Plan and direct programs for management of hazardous materials and waste. Plan and directs programs for emergency preparedness. Preferred Experience: Minimum of 2-3 years of safety hospital experience is highly preferred. Physical Requirements: Supervised staff performs work in locations away from the main facility on a frequent basis. Staff perform hazard surveillance, education and training and implement problem solutions in contracted out-placement facilities, community based outpatient clinics, leased spaces and community veteran resource centers.
