Job Summary: Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Supervisory Repayment Specialist. Major Duties:

  • As a Supervisory Repayment Specialist with Reclamation, primary duties and responsibilities include: Conducting research to identify the pertinent legal history, opinions, and precedent decisions in relation to any specific case, and drafting correspondence advancing a legal position. Performing or coordinating analyses of proposed contractors' financial statuses and developing recommendations on respective repayment capacities. Providing leadership in ensuring effective communication among related programs (e.g., water conservation, drought planning, etc.), and sound interpretation of applicable regulations and policies of such programs. Reviewing water service requests from existing and potential water service customers. Identifying locations of service requestors and the availability of resources and/or facilities. Ascertaining requestors' needs and addressing issues regarding water storage and water delivery services. Researching historical data components in relation to existing and proposed water service agreements. Preparing written situation analyses and proposals to enter negotiations. Furnishing preliminary information to contractors on applicable statutes, available resources, and repayment criteria. Performing other related duties as assigned within this job classification.

Qualifications: To be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement. Specialized Experience To qualify for the GS-12: You must possess one full year of specialized experience that is comparable in scope and complexity to the GS-11 grade level in the Federal civil service, having demonstrated the following: Writing, administering, and/or negotiating natural resource management contracts or water service contracts in accordance with applicable laws, regulations, policies and guidelines; Drafting or formulating service agreement documents and/or coordinating negotiation processes in relation to natural resource management contracts, water service contracts and/or proposals; Performing economic analyses, land evaluations, and/or cost analyses to develop recommendations pertaining to natural resource management contracts or water service contracts; Training or mentoring new employees and/or junior coworkers or teammates. These examples represent the type of work performed at the next lowest grade level in the Federal civil service (GS-11). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements by 05/05/2026.
