Job Summary: This position is located in the, Non-Appropriated Funds (NAF) Community Recreation Division, of the Morale, Welfare and Recreation (MWR) Department, located within Navy Region Japan, Commander, Fleet Activities Yokosuka. Manages and administers a comprehensive and diverse year round recreation program and various recreation facilities that can include, but are not limited to Parks, Picnic Areas, Outdoor Rental/Resale, Adventure Activities, Paintball, Campgrounds, and Marina.

Major Duties:

  • Performs supervisory duties including assigning work, establishing priorities, selecting and recommending applicants for hire, evaluating performance, recommending pay adjustments/awards, providing or recommending training, approving and/or disapproving leave request, and initiating corrective actions as warranted. Manages day-to day operation of an Outdoor Recreation equipment rental program including equipment issue/return, inspection, cleaning, customer transactions, maintenance coordination, and inventory accountability (e.g., camping gear, bicycles, paddle craft, paintball, seasonal equipment) Provides administrative duties and support through after-action reports, data collection, and database administration. Leads and instructs subordinate staff in administering traditional and non-traditional workshops, clinics, and events in a variety of outdoor skills including but not limited to camping, cycling, backpacking, canoeing, snow skiing, hiking or water sports. Coordinates outdoor field experiences related to above skill training, such as outing and trips, including day and weekend trips. Leads day-to-day operation of multiple programs to which assigned; assists with staffing, training, and scheduling. Supports revenue operations by ensuring adherence to cash handling procedures, reconciliation requirements, reservation systems, and financial accountability measures. Routinely evaluates the effectiveness of ongoing outdoor recreation activities from standpoint of participant response, resources, unforeseen developments, and program objectives. Adapts, modifies, expands, or otherwise changes the program activity to better enhance expected effectiveness of the programmed activity. Assist with developmental and maintenance of standard operating procedures related to rental operations, equipment accountability, and safety practices. Assist with the preparation of the annual operating budget for inclusion in the overall MWR Department budget submission. Budget requests are based on a needs assessment of the population served and include projected payroll, equipment, awards, training, travel and lodging, maintenance and upkeep of facilities. Estimates of projected income and derived from fees, charges and other miscellaneous revenue generating initiatives. Budget submissions must meet assigned self-sufficiency requirements. Submits requests for procurement of all supplies and equipment necessary to support programs. Ensures that established internal controls are maintained to protect income, minor property, fixed assets, resale merchandise, supplies, records etc. Ensures all facilities and activities associated with the Outdoor Recreation program meet established fire, safety, security, and sanitation guidelines. Takes remedial action as applicable to correct deficiencies. Ensures work requests for Public Works support are submitted through internal MWR management channels and monitors completion. Assist in the planning and design of construction projects that include facility renovations and new construction. Develops working partnerships with both on base and off base organizations (park districts, forest preserve, clubs, special interest groups, etc.) to support and benefit MWR programs Oversees customer service delivery within the rental operation, resolves customer concerns, and promotes a welcoming recreational environment aligned with MWR service standards Performs other duties as assigned.

Knowlege Required A minimum of three years' experience that evidences a working knowledge of the assigned program. A degree from an accredited college in recreation or a related field may be substituted for two years of experience. Knowledge of the basic principles and techniques of recreation such as would be gained through a full four-year undergraduate course or through three years of experience in an appropriate field of recreation, which serves as a foundation for training in the practical application of such knowledge to ongoing recreation programs. Knowledge of the goals, philosophy, principles, techniques and methods of procedure used in organizing, planning, administering and conducting outdoor recreation activities. Knowledge of the entire scope of activities and their suitability for individuals, groups, ages and interests. Ability to coordinate a small volunteer program with command and community leaders. Ability to solve problems that arise from managing diverse groups of people. Ability to market the Outdoor Recreation Program and motive eligible patrons. Knowledge of constraints placed on the MWR program and ability to utilize resources effectively Knowledge of the Equal Employment Opportunity Program and the ability to support it in all day-to-day activities. Knowledge in a variety of technical areas such as facility and grounds maintenance, safety regulations, specialized equipment, etc. Possess managerial and administrative skills necessary to accomplish the mission of the program. Functions include supervising others, budgeting, programming and fiscal processes, monitoring of equipment needs, facility expansion or replacement requirements, etc. Must present a neat, well-groomed appearance at all times and must work harmoniously with co-workers and members of the MWR Department. When required, must be able to work at night, weekend and holiday.
