Job Summary: About the position: This position will be assigned to the Outdoor Recreation. Joint Base Elmendorf-Richardson, AK. Regular Full-Time employees have a regular and continuous work schedule of at least 35 hours to a maximum of 40 hours per week. Major Duties:

  • Works under the direction of the Outdoor Recreation Director, and in the Director's absence, reports to the Business Manager. This position plans, directs, and manages all phases of the Outdoor Adventure Program (OAP), including a variety of activities, classes, tours, and trips such as whitewater rafting, kayaking, fishing, ATV-ing, hiking, climbing, snow machining, and canoeing. Serves as the subject matter expert for OAP, interprets regulations, and develops local compliance procedures to address safety and operational concerns. Develops and maintains marketing strategies, business plans, capital requirements, and budgets. Analyzes program costs to establish pricing, manages all program funds, and ensures adherence to cash handling and financial reporting requirements. Develops and implements procedures to monitor and document program effectiveness, reporting on progress and making recommendations for improvements. Ensure programs operate in compliance with all applicable regulations, laws and operating instructions. Performs the full range of supervision for subordinate employees, volunteers, and contracted staff. This includes interviewing and selecting employees, as well as recruiting and training volunteers and guides. This role is responsible for preparing work schedules, assigning duties, establishing performance standards, evaluating work performance, and executing personnel actions. Serves as the primary equipment custodian for all OAP equipment accounts. Establishes and maintains an adequate inventory of supplies and equipment for uninterrupted operations. Represents the program to customers, resolves issues to ensure client satisfaction, and coordinates support services with other base agencies. Operates general and special-purpose vehicles. Serves as a primary Government Purchase Card (GPC) holder and/or approving official, directing the procurement of all necessary supplies. This position requires working an uncommon tour of duty, including evenings, weekends, and holidays, often outdoors in inclement weather. Travel away from JBER may be required. Qualifying Experience: Requires at least one year of experience supervising or managing a recreation facility. Bachelor's degree in recreation or a related field is desirable. Must demonstrate extensive, documented expertise in outdoor recreation programs, equipment maintenance, and high-risk activities such as whitewater rafting, kayaking, Alpine/Nordic skiing, and ATV-ing. Strong organizational, communication, leadership, and computer skills are essential to effectively lead, train, and motivate staff and volunteers while ensuring strict compliance with federal, state, and local safety regulations. Must currently hold First Aid and CPR certifications at or above the Wilderness First Responder or Outdoor Emergency Care level. Must be able to obtain Swift Water Rescue, Red Cross WSI, ski patrol, and other outdoor activities and relevant instructor/guide certifications (e.g., kayaking, rock climbing). Must possess a valid driver's license and may be required to obtain a passenger-endorsed CDL. Physical requirements include carrying up to 40 pounds over long distances. Requires working an uncommon tour of duty including evenings, weekends, and holidays to address operational emergencies or staffing needs. Must have knowledge that ensures compliance with regulations, laws and requirements for health and safety. Must be able to obtain and maintain a favorable Tier 1 (or Tier 2, if designated) background investigation as a condition of employment. Must be able to pass a pre-employment and random drug test.
