Job Summary: THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a Supervisory Quality Assurance Specialist, Position Description Number D1819000 and is part of the Georgia Air National Guard, Robins AFB, Georgia. This is a full-time, Excepted Permanent, dual status position which requires Georgia Air National Guard Membership. Area of Consideration: Current on-board members of the Georgia Air National Guard.

Major Duties:

  • As a Supervisory Quality Assurance Specialist, GS-1910-12, you will: Plan, organize, and oversee the activities of the Quality Assurance Division. Develop goals and objectives that integrate organization and Quality objectives. Establish, revise, or review policies, procedure, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, and implement quality improvements in response to concerns with regulatory compliance. Plan work for accomplishment by subordinates, sets and adjust short-term priorities if necessary. Evaluate requirements for additional resources. Balance organization needs with overall mission requirements and resource interests. Identify need for change in organization priorities and advises the Maintenance Group Commander on required actions to implement such changes. Provide training and experience to the workforce with regard to sound maintenance practices of the aircraft and associated equipment, and knowledge and capability in the military mission, and aircraft. Plan work to be accomplished by subordinates. Make decisions on work problems presented by subordinate personnel. Establish and develop performance standards. Evaluate subordinate personnel. Establish employee work schedules, deadlines, and production/inspection priorities based on aircraft maintenance status, aircraft mission requirements and other demand needs. Determine how many jobs can be accomplished concurrently with the available manpower and resources. Develop methods and procedures, reviews the work of subordinates in progress and upon completion to ensure that they have met the defined quality and quantity standards. Resolve technical problems of subordinate personnel. Select candidates for the Quality Assurance Specialist and Technical Order Distribution Office (TODO) positions, taking into consideration skills and qualifications, mission requirements, Equal Employment Opportunity (EEO) and diversity objectives. Provide for employee development and training to ensure all assigned personnel are fully capable of executing a flawless inspection plan and perform their wartime tasking. Explain performance expectations to subordinates and provides regular feedback on strengths and weaknesses. Manage, review and develop maintenance policy, advising supervisors and employees on both general policy and specific maintenance matters. Make decisions and recommendations on technical concerns presented by supervisors. Utilize comprehensive knowledge and ability to interpret Air Force Instructions, Technical Orders, engineering drawings, product specifications, Air Force Occupational Safety and Health (AFOSH) environmental standards, public law, and locally developed policy. Evaluate and assess complex systems, subsystems, integrated systems/subsystems, or components for conformance to applicable technical data, engineering drawings, standards and specifications. Establish and develop performance checklists and metrics. Maintenance Standardization Evaluation Program (MSEP): Manage the Maintenance Standardization Evaluation Program (MSEP), which provides the Maintenance Group Commander and maintenance managers the visibility to assess and improve the proficiency of the work force, facilitate continuous process improvement, and provide the customer with high quality aircraft and components on time. Direct the administration, evaluation, and coordination of a comprehensive quality assurance, maintenance standardization, and inspection program for all areas of the maintenance organization, all maintenance disciplines, job series and Air Force Specialty Codes (AFSCs). This is to ensure the organization meets its responsibility for air-worthy aircraft and component quality for a broad and complex production workload, e.g., highly advanced aircraft, aircraft systems, avionics systems, electronic equipment, aircraft structures, composites, life safety systems, armament, munitions, and other areas of similar complexity. Manage critical assessment programs such as; Unit Self Inspections, Maintenance Standardization, Operational Readiness, Unit Compliance Inspections, and Staff Assistance Visits (SAVs). Responsible for the development and maintenance of organizational level checklists. Perform other duties as assigned.

GENERAL EXPERIENCE: Experience, education, or training involving planning, developing, or administering quality assurance programs (i.e., supporting the development, acquisition, production, use, maintenance, storage, and supply of products concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items). Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training involving a thorough knowledge of product or range of products involved, the manufacturing methods and techniques, special processes, test and performance requirements; and skill in developing plans and programs. Experience possessed by an expert in the area of specialization able to give technical direction to otherwise competent workers. Experience determining operations when difficult and questionable phases of malfunctions are found. Experience which required significant and concrete work accomplishments (i.e. special projects, working groups, or detailing assignments) involving interpersonal contacts in a quality assurance or related field. Experience in dealing with management principles and supervisory responsibility for the function required by type of position to be filled and the organization involved. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
