Job Summary: This position is within the Bonneville Power Administration's Power Services, Energy Efficiency, Program Compliance organization. We are seeking a dynamic leader to supervise our Program Compliance team. You will oversee energy efficiency program reporting, manage contracts, oversee the development and implementation of reporting systems, and ensure program compliance, playing a key role in shaping our region's energy future.

Your Impact and Responsibilities: In this vital role, you will be empowered to: Shape and Lead Critical Programs: Take charge of planning, developing, and leading the programs, systems, and work processes that are the backbone of our energy efficiency mission. Mentor and Develop a High-Performing Team: Lead and inspire a team of skilled, mission-oriented professionals. You will guide their work, set priorities, and foster their professional growth and development. Drive Innovation and Solve Complex Challenges: Act as a technical expert and leader on committees and workgroups, tackling critical operational issues and developing innovative solutions for the energy efficiency program. Serve as a Key Organizational Representative: Represent the organization in high-level discussions and negotiations with federal agencies, public and private utilities, and industry leaders to gain compliance and secure resources. Steer Contract and Resource Strategy: Develop and modify key documents, including acquisition contracts and financial assistance agreements, that enable BPA's Energy Efficiency team to successfully implement its mission. Ensure Fiscal and Procedural Integrity: Oversee and enhance the systems and tools used for utility application review, contract administration, and audit functions to ensure risks are properly managed. Build and Maintain Strategic Relationships: Cultivate productive, team-oriented relationships within your team, across BPA, and with external partners to effectively achieve business and customer service objectives. Champion a Culture of Excellence: Create and maintain a results-oriented atmosphere that prioritizes innovation, customer focus, and continuous improvement, finding ways to eliminate barriers and enhance the quality of the work.

Qualifications: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-13] in the Federal service. Specialized experience for this position is defined as experience 1) supervising or leading a team in the planning and administration of systems or programs, including setting priorities, assigning work, and evaluating subordinate and/or contractor performance; 2) representing an organization to important internal or external stakeholders to negotiate or justify resources, gain compliance with policies, or resolve complex issues; and 3) developing, managing, or ensuring compliance for IT systems, program reporting, acquisition contracts, grants, or financial assistance agreements within a regulated industry. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
