Job Summary: Office of Public Affairs, Arlington, VA. The selectee of this position serves as a Supervisory Public Affairs Specialist. The incumbent serves as the Chief of Public Affairs. You will be responsible for managing the USMS national public affairs program.

Major Duties:

  • As a Supervisory Public Affairs Specialist at the GS-1035-15 level, some of your typical work assignments may include: Develops Public Affairs policies, guides, procedures, etc. for the agency. Provides advice and guidance to all levels of USMS management on the Public Affairs program. Serves as the principal point of contact for the Department of Justice and other government agencies concerning newsworthy USMS operational activities. Oversees USMS social media content development and publication across a variety of platforms that advocate for USMS missions and leadership initiatives. Exercises full supervisory responsibility over subordinate positions.

Qualifications: GS-15 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 grade level is required to meet the time-in-grade requirements for the GS-15 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You may qualify at the GS-1035-15 level, if you fulfill the following qualifications: Specialized Experience: One year of specialized experience at or equivalent to the GS-14 level of the Federal Service that included: (1) Overseeing a Public Affairs program for an agency; (2) Developing and implementing policies and procedures related to Public Affairs; (3) Overseeing multimedia communications programs, including social media platforms; and (4) Supervising a professional staff, managing workforce planning and performance management. Subject Matter Expert - Qualification Assessment (SME-QA) Note: Subject matter experts will evaluate work experience listed in your resume based on the Specialized Experience Statements. Public Affairs - Writes a variety of communications for example news releases, feature articles, pamphlets, fact sheets and Q & As. External awareness - Prepares communications materials tailored to audiences having different levels of education, interest and points of view. Provides on the record statements on behalf of the agency to media Planning and Evaluating - Determines objectives and strategies; coordinates with other parts of the organization to accomplish goals; monitors and evaluates the progress and outcomes of operational plans; anticipates potential threats or opportunities Communication and Media - Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media. Social Media - Analyze social media and other communication efforts to identify the most effective direction, application, and strategic technology and outreach practices for meeting identified communications goals. Leadership - Inspires, motivates and guides others toward goal accomplishment; coaches, mentors, and challenges subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors.
