Job Summary: This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Major Duties:

  • Major Duties: Administrative/Program Evaluation/Outcome Measurement/Research Responsibilities: The Program Manager is responsible for the mental health programmatic services of a large clinical interdisciplinary team of psychology, psychiatry, social work, LPMHC, Nursing, support staff and trainees which significantly impacts the delivery of health care service to veterans in our large academically affiliated medical center. Responsibilities include overseeing the development and implementation of therapeutic treatment programs such as evidenced-based psychotherapies, individual and group psychotherapies and other supportive and adjunctive treatments. Monitors access to timely service delivery of therapies and treatments. Review all leave requests from interdisciplinary psychotherapists to ensure adequate clinical coverage of work duties at any given time. Meet with BHIP Program leadership on a regular basis to ensure adequate transfer of patients between clinics, adequate service offerings among clinics. Review policies and procedures with staff to ensure compliance with performance measures related to access and clinic utilization rates. Oversight of administrative and programmatic resources such as clinical demands and needs including psychological testing instruments, self-report measures, therapy treatment manuals, patient workbooks, and educational materials in support of staff needs. Facilitate the staff meetings with interdisciplinary psychotherapists for collaboration on mutual patients, compliance with performance measures and ensuring seamless access between programs. BHIP Program Manager works closely with the AO and supervisory administrative staff in meeting the necessary standards for providing patient care in areas such as appointment wait-times, consult status, coordination of group room space, monitoring open encounters, completion of clinical reminders, ensuring appropriate referrals to outside agencies and clinics for veterans. Program Manager coordinates with discipline supervisors of matrixed staff assigned to these programs to ensure staff are working in accordance to the SOPs. Program Manager manages the work of the program and its staff, ensuring that work is assigned in a systematic way and meets facility and VA guidelines/standards. Program Manager meets on a regular basis with the AO, Chief of Psychology, MH ACOS and Supervisory MAS for status updates on programmatic changes, alterations to clinic staff schedules, review clinical demands and requests and ensure adequate coverage of clinic during holidays and other seasonal demands. Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines set by the VACO, Service Chief, ACOS or other STXVHCS leadership. Skill in managing and directing the work of others to accomplish program goals and objectives, and ability to devise ways to adapt work operations to new and changing programs, staffing, and budget requirements, as indicated by having overall responsibility for the program goals for BHIP. Ability to translate management goals and objectives into well-coordinated and controlled work operations. Ability to establish and monitor production and performance priorities and standards for all clinical and administrative staff assigned to BHIP. Knowledge of, and ability to appropriately utilize, evidence-based practices and clinical practice guidelines and ability to guide staff in using these tools in a BHIP setting and ensuring staff are well trained in these therapeutic modalities. Ability to work effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view within the daily operations of the interdisciplinary BHIP teams. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program as directed by OMHSP and local administrative demands. Supervisor/Rater for psychologists on BHIP teams. Complete OPPE's, FPPE's for new and existing staff privileges as needed. Complete the Mid-year and Annual Performance Evaluations for staff members. Review leave requests, review RVU productivity reports for supervisees, and provide clinical supervision to graduate psychologists. Qualifications: Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency Requirement - Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English. Education Requirement - You must have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. OR, have a doctoral degree in any area of psychology and, in addition, successfully completed a re-specialization program meeting both of the following conditions: a) the re-specialization program must be completed in an APA or a CPA accredited doctoral program; and b) the specialty in which you were retrained is consistent with the assignment you are am applying for; OR, have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature. Internship Requirement - You must have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed; OR, New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR, VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement; OR, Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification). NOTE: Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program. Licensure: Candidates must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory or Commonwealth of the United States, or the District of Columbia. Grade Determinations: Psychology Program Manager, GS-14 Experience. At least three years of experience as a professional psychologist, with at least one year equivalent to the GS-13 grade level. Preferred Experience: Experience in managing workload, interdisciplinary teams and diverse staff members to accomplish program goals and objectives. Experience in delegating work, managing multiple deadlines with organization and accountability standards. Experience working with diverse mental health populations and training in the provision of evidenced based therapies and measurement-based care to monitor progress. Experience with comprehensive risk assessments for high risk mental health populations. Knowledge and experience with performance measures and accreditation standards such as CARF, Joint Commission, APA. Individual, group, couples, and family counseling and psychotherapy; Patient/family education, clinical supervision/teaching of treatment staff and trainees of various disciplines. Academic/teaching/research: Incumbent may serve as a member of the Training Committee and as the Preceptor for the Clinical Psychology Internship and/or Clinical Psychology Residency as well as clinic supervisor for psychology postdoctoral interns/fellows. May hold faculty appointment at medical school and affiliation with Psychology Service Training Committee as a supervisor or member as needed. Incumbent prepares and teaches seminars/workshops for STVHCS trainees on topics within scope of practice. Incumbent may choose to conduct approved psychological research that supports the mission of STVHCS alone or in collaboration with other professionals in STVHCS or affiliated academic institutions.
