Job Summary: This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for oversees subordinate leaders and analysts responsible for the development and updates to MILGP policies, standard operating procedures, and standards to ensure that the DSCS and the MILGP enterprise operations and programs are consistent with DoW directives and instructions as well as changes to legislation related to SC.

Major Duties:

  • As a SUPERVISORY PROGRAM MANAGER (SCO POLICY AND SUPPORT) at the GS-0340-15 some of your typical work assignments may include: Oversee required congressional reporting. Oversees functional teams that provide advice and solutions on all matters pertaining to MILGP support including Policy development and legislative proposals, staff assistance and compliance programs, security, information technology, C12 operations and MILGP family liaison for all offices and 1,500 personnel located at U.S. Embassies to ensure that all DoW MILGPs have the proper support to advance DoD SC priorities and objectives. Oversees a staff assistance and compliance program to provide assistance to operations to ensure the most effective and efficient use of SC resources and to ensure SC program implementation and management is consistent with U.S. Code, DoW and DSCA policies and regulations and established procedures for the full range of DoW requirements associated with SC programs. Oversees subordinate leaders and analysts responsible for the development and updates to MILGP policies, standard operating procedures, and standards to ensure that the DSCS and the MILGP enterprise operations and programs are consistent with DoW directives and instructions as well as changes to legislation related to SC.

Qualifications: You may qualify at the GS-15 grade level, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Serves as U.S. Military Group (MILGP) Policy and Support, leading program staff in support of Department of War (DoW) and Combatant Command (CCMD) security cooperation missions. Developed and implemented policies, led staff assistance efforts, and coordinated with senior stakeholders to resolve complex issues. Oversaw support operations, ensuring mission effectiveness, compliance, and alignment with strategic objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
