Salary Range: $127646 - $165945 Per Year

Job Summary: You will serve as a SUPERVISORY PROGRAM MANAGER in the Military Sealift Command (MSC), Directorate Ship Management (DSM), Service Support, Charter and Tug Ships (PM4), Hospital Ships/Sub Tenders/Command Ship (PM43) of MILITARY SEALIFT COMMAND.

Major Duties:

  • You will manage the programs for hospital ships, submarine tenders, and the 6th fleet command ship.
  • You will ensure customer requirements are met, maintaining readiness of all program assets, developing overall strategic planning, formulating program policy and long-term plans for resource development and utilization.
  • You will formulate and manage program budget and allocation of resources, and execute Type Commander (TYCOM) functions, including lifecycle management, ship readiness, maintenance and repair and logistics support.
  • You will comprehend a broad knowledge of administrative laws, policies, regulations, and precedents applicable to the programs and projects managed.
  • You will comprehend marine transportation, particularly maintaining ships in full operational status (FOS) and associated maritime disciplines such as service support ships fleet and its characteristics, vessel locations, and operational limitations.
  • You will comprehend shipboard systems and practices as well as engineering practices in ship operations and maintenance.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in applying a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness required to manage major program projects. Experience developing, recommending, and implementing budgetary policies affecting the financing and accomplishments of important programs and projects and preparing and administering complex budgets and brief budget issues to flag officers and CEO levels. Experience preparing and presenting formal briefings to decision makers and evaluating, reviewing, and analyzing programs or program segments in terms of effective attainment of scheduled objectives and milestones. Experience evaluating, reviewing, and analyzing project progress in terms of effective attainment of scheduled objectives and milestones, utilization of funds, delays, slippage, and overruns, and resolution of problems. Experience planning, organizing, and directing the work of programs and projects requiring substantial resources or changes in established procedures.
