Job Summary: This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services,Center for Medicaid and Children's Health Insurance Program (CHIP) Services (CMCS). As a Supervisory Program Manager, GS-0340-15, you will be responsible for directing and managing the duties and responsibilities of Operations Services Group (OSG) in support of CMCS's administrative operations.

Major Duties:

  • Work with the Business Operations Group Director to plan work to be accomplished by subordinates, sets priorities, and prepares schedules for completion of work to ensure the continuity of business operations and implementation of CMCS’s programs.
  • Assign work to subordinates based on priorities; evaluate work performance; give and provide counsel or instruction to employees on both work and administrative matters.
  • Act as a confidential consultant and advisor to the Group Director and higher levels of Agency and Departmental management on critical decisions and recommendations associated with providing communication and dissemination policy.
  • Prepare briefings to ensure awareness of all such matters. Recommend solutions to critical program problems affecting the Group and/or component.

In order to qualify for the GS-15 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Overseeing an organization's business operations (staff and activities), and providing technical guidance to stakeholders on related policies (i.e., budget and acquisitions, human capital management, time and attendance, travel and procurement, correspondence management and information, etc.), ensuring alignment with mission and goals; 2) Leading the planning, organizing, coordination, and controlling of an organization's budget, acquisition, and related resources required to assure the timely, accurate, and cost-effective accomplishment of organization's strategic program and operation priorities; 3) Conducting Strengths and Weaknesses, and external Opportunities and Threats (SWOT) analysis as part of organizational strategic planning/assessment to identify solutions for improving work processes and procedures; AND 4) Communicating orally and in writing to address senior leadership and other key stakeholders (i.e. preparing presentations, briefing reports, dashboards, and delivering presentations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
