Job Summary: This position is in the VA Heart of Texas Network (VISN 17) ,Arlington, Texas, one of 18 Veterans Integrated Service Networks (VISNs) in the Veterans Health Administration. VISN 17 functions as the responsible structure for planning, budgeting, and service delivery in the provision of healthcare to Veterans within our geographic region.

Major Duties:

  • The scope of the MCA program is to ensure that each patient is provided high quality health care in a manner which best utilizes the resources available. This requires active interaction with all levels of Network and Medical Center personnel. The policies and procedures developed, and the activities accomplished will determine the effectiveness and success of the VISN 17 MCA Manager in supporting the goals of the system and the Network. The VISN 17 MCA Manager will provide analysis of VERA data and generate complimentary VERA reports to support Management Decisions. The incumbent will provide VISN and Facility Management with advice regarding actions that should be taken to ensure accuracy of VERA data. As the VISN 17 MCA Manager, the incumbent is responsible for providing financial analysis and reporting support to all facilities in the Network. Responsibilities include implementation and development of Network-wide financial analysis and reporting; rollout of MCA in the Network including training and education; and the application of MCA in support of management analyses. The incumbent reports to the Network CFO and provides updates on the project status to the Network Director, Network CMO and Executive Leadership Council. Travel to all facilities may be necessary on a regular basis. Identifies system development issues and/or data capture issues (i.e. absence of data, quality of data, timeliness of data collection), develops and implements plans for addressing issues. Frequently interacts with other VHA Network Medical Centers and MCA Coordinators to identify national MCA issues and problems in order to support their MCA staff. Works with departmental and clinical (i.e. service line) managers to augment the quality of the existing data set (i.e. costs, products, RVUs and clinical descriptive information). Audits all facility databases to ensure that they reflect medical center organizational structures within the Network and describe the services provided to patients. Performs audits on a regular or as needed basis to ensure the accuracy of costing processes such as mapping tables, allocation tables, account masters, etc. Supervises all employees in the Managerial Cost Accounting (MCA). Provides administrative and technical supervision necessary for accomplishing work of the program. Supports the integration of MCA into the budget process, working with budget analysts, department managers, the CFO, top management and the Network. Identifies scenarios of a financial, operational or clinical nature for analysis. Completes analysis and takes action to remedy problems identified through analysis. Responsible for effectively negotiating system development or change within the MCA program and related areas within the Network. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/22/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skills in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of Veterans Integrated Services Network (VISN)-level operations; Knowledge of accounting principles which provide a conceptual framework for understanding the Veterans Administration accounting systems; Knowledge of budgeting, and statistical principles and techniques to study and evaluate information, and make sound judgments, conclusions, and recommendations based on findings; Knowledge of techniques and systems for retrieving data from Veterans Health Information Systems and Technology Architecture (VISTA); Knowledge of the Managerial Cost Accounting (MCA) database; Knowledge of Microsoft Excel, Access, SQL Server Management Studio, ProClarity, Word, Outlook, Power Point, Internet Explorer, and Windows..
