Salary Range: $120548 - $156715 Per Year

Job Summary: You will serve as a SUPERVISORY PROGRAM ANALYST in the SURFACE WARFARE OFFICERS SCHOOL.

Major Duties:

  • You will develop the contract strategy for the command in coordination with budget, manpower, and acquisition constraints.
  • You will manage long-range planning, programming, utilization of resources, and the determination of programs and major projects requiring changes.
  • You will formulate and determine project policy.
  • You will participate in contract negotiations and awards process.
  • You will develop budget and program improvement plans to resolve complex issues, identify options, and negotiate with internal and external stakeholders for implementation.
  • You will advise senior management on fiscal aspects of contract management to ensure fiscal integrity.
  • You will direct the development and execution of Statements of Work, Contract re-competes, Requests for Proposals, option year extensions, contract modifications, Directorate briefs, contract management status reports, and assigned taskers.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advises on the impact of systemic program changes, resource allocations, accomplishment of long-range goals, and preparation of long and short range planning; 2) Develops acquisition strategies for the various components of curriculum packages including the determination of which elements or phases will be performed by contractors and what criteria will be used for selection and evaluation; 3) Participates in contract negotiations and award processes, design and mock-up reviews; 4) Evaluates budget and program improvement plans and resolves complex issues, identifies options, and negotiates with internal and external stakeholders for implementation; and 5) Manages and reports status of Annual Contract Funding Phase Plans and Quarterly Funds Execution, in coordination with other command directorates, within budgetary/manning constraints.
