Major Duties:

  • As a Supervisory Program Analyst at the GS-0343-13 some of your typical work assignments may include: Supervise National Case Managers and a diverse team of government employees and military personnel, managing the day-to-day operations of the Ombudsman Services Directorate. Provide national-level guidance, quality assurance, and oversight for over 700 Volunteer Ombudsmen who conduct informal mediation under the Uniformed Services Employment and Reemployment Rights Act (USERRA). Develop and deliver annual USERRA training and legal briefings to federal agencies, ESGR staff, and other stakeholders. Analyze case data and trends to develop policy recommendations and guidance that improve case management practices for senior management and volunteers. Establish and maintain a nationwide network of contacts, including industry leaders, Human Resources (HR) specialists, military commanders, and elected officials to facilitate conflict resolution.

Qualifications: You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Providing expert advice, counsel, and instruction on both technical and administrative matters related to program operations, enhancing program effectiveness. Applying knowledge of customer service and Uniformed Services Employment and Reemployment Rights Act (USERRA) to provide advice and guidance to senior personnel; and provide oversight of a customer service center supporting organization customers. Preparing briefs and conducting training and instructs USERRA law classes to a diverse group of attendees to include the outside federal agencies and ESGR staff on an annual basis. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
