Job Summary: Serves as the Director of acquisition management with responsibility for providing the supervision and oversight for the development of DeCA acquisition policy and support of preferential procurement programs required to support the DeCA mission. Qualifications: To qualify as a Supervisory Procurement Analyst, your resume and supporting documentation must support: In accordance with the Individual Occupation Requirements for the Contracting Specialist, https://www.opm.gov/policy-data-oversight/classification-qualifications/generalschedule-qualification-standards/1100/contracting-series-1102/,to qualify for this position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-14 grade level or equivalent to at least GS-14 under other Federal service pay systems, private sector, or military. And Basic Requirement: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR Be employed in a GS-1102 position, which you occupied since January 1, 2000. In Addition to the above, applicants must meet the below specialized experience. Creditable specialized experience includes: Lead agency-wide contracting programs, including policy execution and oversight of multiple contracting offices. Develop and implement acquisition policies, procedures, and regulatory guidance for a large, complex contracting mission. Advise senior leadership on procurement strategy, regulatory interpretation, and Head-of-Contracting-Activity responsibilities. Manage socioeconomic and small business programs, including goal setting, performance oversight, and enterprise reporting. Direct and evaluate the work of contracting staff, including performance management, workload distribution, and mission planning. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Additional Requirements that must be met by the closing date: - Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.
