Job Summary: The incumbent supervises and technically advises entry-level and full-performance Inpatient PT staff (up to 24 as assigned) in many specialty programs within the hospital. Major Duties:

  • Duties: Supervises and assigns work to up to 4 PTA and twenty GS 12/13 PT Physical Therapy staff in the delivery and/or support of treatment and education of patients/families. Provides supervisory authority over full-performance PT staff members (24). Triage of consults to Physical Therapy for appropriateness and completeness. This includes triage of PT Equipment consults from CBOCs and other referrals/consults requiring review before scheduling. Coordinates with other sections and other services in the area of PT treatment and delivery of care within general and specialty PT Programs. Serves as a consultant to 24 PT staff and other hospital personnel in evaluating/planning treatment. Assists the Chief of PT in resolving problems that interfere with the delivery of PT services. Performs all other duties/activities of a staff PT member, including evaluation and treatment of patients as the needs of the department dictate. Provides physical therapy in more complex cases. Consulting with staff physicians through patient presentations, attendance at ward rounds, clinics, and conferences. Assist the Chief of Physical Therapy in strategic planning, new program development and implementation of new programs which apply current research findings. Qualifications: Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Individuals appointed under the authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA, must be proficient in written and spoken English. Education and Experience: The individual must meet at least one of the requirements below: Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist. OR Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist. OR Doctorate in Physical Therapy. Licensure: Individuals must hold a full, current, and unrestricted license to practice physical therapy in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. EXCEPTION: Non-licensed PTs, who otherwise meet the basic requirements in this standard, may be given a temporary appointment as a graduate PT at the GS-11 grade level under the authority of 38 U.S.C. 7405 (a)(1)(D) for a period not-to-exceed two years from the date of employment on the condition that such PT provide care only under the supervision of a PT who is licensed. Failure to obtain licensure during that period is justification for termination of the temporary appointment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13 Physical Therapist - Supervisory Experience. In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-12 grade level. In addition, the candidate must demonstrate all the following KSAs. Demonstrated Knowledge, Skills, and Abilities 1. Knowledge of contemporary physical therapy across multiple areas of practice, and the demonstrated ability to apply this knowledge to provide clinical guidance to Staff PTs within the department. 2. Knowledge of human resources administration, including such functions as the ability to interview and select qualified applicants, monitor and evaluate performance, and maintain effective labor management relations within scope of responsibility. 3. Ability to effectively supervise, direct, and manage a diverse physical therapy staff. 4. Skill in forging positive interpersonal relationships and conflict resolution. 5. Ability to analyze clinically appropriate data effectively to optimize quality, performance, and productivity within the section. 6. Ability to set priorities, delegate tasks, and solve problems in order to meet multiple deadlines and identify/address organizational problems. 7. Ability to manage advocacy roles and planning activities within the VA and the greater rehabilitation community. References: VA Handbook 5005/99 Part II Appendix G12.
