Job Summary: This is a Direct Hire Authority solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and the Major Range and Test Facilities to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as the Installation Physical Security Officer and Emergency Management Advisor, to supervise the daily operation of protection, emergency management, antiterrorism programs and administers the installation protection and security plans.

Major Duties:

  • Conduct and maintain risk analysis surveys of headquarters arms room and designated mission essential vulnerable areas (MEVA's), reviews and approves subordinate commands risk analysis surveys.
  • Provide guidance, recommendations, and assistance to supervisors and employees, concerning security systems, physical protection devices, security guard force, and personnel access controls.
  • Perform inspections IAW statutory and regulatory requirements of areas that include: arms, ammunition and explosives storage, sensitive manufacturing areas, petroleum storage, motor pool, data processing and communications, etc.
  • Serve as a member of the installation's Crime Prevention Council, develops the statistical database used by the Council and prepares Security Information Bulletins for distribution to all employees.
  • Review requests for installation of intrusion detection alarm systems to determine need, adequacy of proposed system and to ensure components meet acceptable standards.
  • Obtain and analyze threat information provided by external agencies to determine if it a future threat may exist to the installation.
  • Plan and prepare Force Protection/Weapons of Mass Destruction program guidance, Force Protection/Weapons of Mass Destruction sections of operations and contingency plans.
  • Plan and exercise a viable THREATCON system for the Garrison, tenants, and units co-located on Camp Stanley.
  • Review and develop Force Protection/Weapons of Mass Destruction and antiterrorism plans.

Specialized Experience: One year of specialized experience which includes: The development and implementation of Anti-Terrorism/Force Protection plans and policies; Analyze threat information to ensure components meet acceptable standards; Conduct long-range forecasts to determine funding impact for future projects; and Assign or plan work to be accomplished by employees This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Physical Demands The work requires regular and recurring physical exertion, such as long periods of standing, walking, bending, stooping, reaching, crawling and similar activities. Work may regularly involve lifting and carrying moderately heavy objects of 50 pounds or less. Work Environment The work is performed in settings in which there is regular and recurring exposure to moderate levels of discomfort such as high temperatures, confined spaces, adverse weather conditions, high noise conditions. Employee uses protective clothing or gear.
