Job Summary: This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), National Geodetic Survey (NGS), with one vacancy in Silver Spring, MD. This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-5 is equivalent to the GS-15.

Major Duties:

  • As a Supervisory Physical Scientist, you will perform the following duties: Serve as a senior program advisor to the National Geodetic Survey (NGS). Provide direction over administrative and scientific activities such as: resolving operational and technical management problems; maintaining surveillance over the organization; and ensuring the timely and adequate management and implementation of established goals and programs. Assist in determining the future direction and management of program operations for NGS. Provide authoritative and technical advice on geodetic and cartographic application and complex problems. Represent NGS at local, national, and international meetings to explain geodesy, cartograph, and to take an active part in scientific and mapping organizations. Provide technical oversight on geospatial and coastal mapping activities. Participate in the day-to-day management of staff and in the selection and hiring of new employees. Plan, disseminate, and review work loads of subordinates. Develop employees' goals, identify training needs, and provide assistance to employees to enable them to reach an acceptable level of competence. Communicate the importance of geodetic and cartographic products and services to Federal, state, and private sector users of geospatial data. Develop and enhance partnerships to increase the transferability of geodetic and cartographic tools, methods, techniques, and technologies. Serve on high level committees and correspond on a professional level with other members of the surveying, mapping, and geodetic community.

Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience: Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZP-5 or GS-15 level: SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following: Providing technical direction or oversight on geospatial or coastal mapping activities; Leading projects or teams by assigning work, setting priorities, and reviewing or evaluating work; and Collaborating or building partnerships in the surveying, mapping, or geodetic sciences community.
