Major Duties:

  • This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of America Region, Office of the Regional Director, District Field Operations, New Orleans District, in Jefferson, LA. At the full performance level (GS-15) the major duties of this position include, but are not limited to the following: 1. Provides leadership for district office activities in technical and administrative functions with direct supervisor over the following program activities: all drilling, production, completion, workover, and well abandonment operations. 2. Supervises and directs a staff of professional supervisors, engineers, inspectors, technicians, and clerical personnel in grades GS-14 and below assigned to District Offices and Field Operations Support Sections. 3. Directs the conduct of internal reviews and oversight of the offshore inspection program in the GOAR to assure that all such activities are conducted in accordance with regulatory requirements and all applicable guidelines and policies. 4. Provides technical leadership to direct long-range planning and implementation of innovative operational technologies and rapidly advancing technology in the field of oil and gas engineering. 5. Serves as a senior subject matter expert and principle technical liaison to assigned region and Headquarters in regards to GOAR OCS oil, gas and mineral drilling, production, completion, and workover operations. The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework only during emergency or natural disaster. Salary Information $170,618 (Step 1) - $197,200 (Step 10) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Qualifications: Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying. (1) Basic Educational Requirements: Please Note: This position requires specific educational coursework to qualify. You MUST provide transcripts in order to verify that the educational requirements have been met. You must meet the description in either A or B below to qualify for this position: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional (2) Specialized Experience To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Leading and/or supervising a diverse staff in the regulation of oil, gas, and mineral drilling, production, completion, and workover operations. Directing technical reviews and oversight for oil and gas operational issues, personnel, and environmental safety; and participates in examining and implementing new regulations and policies. Representing the agency on task forces, symposiums, councils, or in conferences and communicates with outside stakeholders. Communicating with other colleagues on controversial engineering issues involving oil, gas, and mineral drilling, production, completion, and workover operations. Must meet all.
