Job Summary: The position is organizationally known as the Deputy Chief of Police and reports to the Chief of Police. The position has delegated authority and responsibility to assist the Chief to manage and direct Police operations. The position is responsible for assisting the Chief with the operation, direction, and control of the law enforcement and physical security activities of a Veterans Affairs Medical Center (VAMC) or Health Care System (HCS).

Major Duties:

  • Personnel/Training The position observes, evaluates and prepares reports on the performance of department personnel; develops programs to alter the behavior of employees whose work performance is below acceptable standards; plans, assigns and explains work requirements to subordinate supervisors for new or changed programs and the functions, goals, processes, skills, and needs; develops solutions to continuing problems in the quality of work and operating effectiveness ,and takes or recommends necessary corrective actions; resolves technical work problems not covered by precedents or established policies; hears grievances and serious employee complaints to resolve or recommend solutions; and reviews serious disciplinary cases involving Police Service employees and recommends appropriate actions to higher level management; approves, modifies or rejects career development plans, training requests, employee utilization proposals, and similar matters; deals with union officials and others on matters involving collective bargaining members. The position submits reports to justify increases in department personnel to the executive leadership team and/or resource board/committee; evaluates resumes of prospective candidates to determine qualifications; and chairs/conducts performance-based interviews to assist in selecting appropriate candidates. The position develops 24/7 duty schedules; plans and directs facility law enforcement and security operations; delegates enforcement to subordinate staff; assigns patrol and special duties to supervisory police officers; and ensures patrol coverage complies with agency policy and meets facility protection priorities. Ensures new employees are properly oriented and familiarized with applicable policies and procedures. Physical Security The position assists in the development of local policies and implements corrective procedures to alleviate identified physical security problems, taking into consideration all internal, as well as external factors when making decisions or recommendations concerning law enforcement and physical security to the VHA, VBA or NCA Facility Director. The position is responsible for assisting in the development of the physical security plans and objectives and for collaborating on behalf of the Chief in producing Medical Center policies which address the full scope of the facility's law enforcement and security program. Police and Security Administration Interprets complex security policies and procedures and is a source to provide guidance to senior facility leadership, other service chiefs, program managers, VBA, and NCA leaders within the Medical Center's catchment area. The position helps to keep senior facility leadership informed regarding program successes and vulnerabilities and collaborates with leaders to address concerns, resolve program issues and/or address resource needs. Serves as a management designated liaison, subject matter expert and consultant with federal law enforcement agencies such as the VA, Office of the Inspector General-Criminal Investigation Division (OIG-CID), F.B.I., D.E.A., A.T.F., Secret Service, State Police and local law enforcement agencies. Police & Security Operations The position helps to manage the modernization efforts and assists with the plans for the integration of new initiatives, advancements in technology, policies, etc. that are transforming the law enforcement/security program into 21st century policing model. Assists in the development and modification of new Veteran-specific policies and procedures to accommodate the unique needs of Veterans with mental illness, PTSD, TBI, etc. The position is focused on improving relationships between Veterans and Police by engaging in non-confrontational encounters to decrease the possibility of violent incidents. Works to increase transparency and organizational accountability to gain the trust and confidence of Veterans and continue to enhance the public image of Police Service. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/10/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting the Chief with the operation, direction, and control of the law enforcement and physical security activities of the VAMC, providing extensive support in the management of physical security assets, information, buildings and people; and handling managerial responsibilities and interface them with staff responsibilities in a highly visible manner. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The position is required to exert considerable and strenuous physical effort on a regular basis while performing the functions of the position. These functions are normally performed while the position conducts security surveys and inspections, which require crawling in unusually confined public areas. The work is primarily performed in an office-life setting. However, there is the potential for dangerous situations to occur at VA installations.
