Job Summary: Joining the Secret Service, Office of Intergovernmental and Legislative Affairs, Liaison Division will allow you to be responsible for ensuring all Passport Section personnel maintain compliance with directives from the Department of State Foreign Affairs Manual (FAM) and all USSS policies and guidelines. Major Duties:

  • The selectee will serve as a Supervisory Passport Program Manager in the Office of Intergovernmental and Legislative Affairs, Liaison Division. Typical work assignments include: Serving as principal advisor on passport and visa issues and represents the agency at conferences, training, and meetings. Providing expert guidance on issues related to the use and retention of passports. Supervising program staff to include recruitment/hiring, performance management/evaluations, employee relations, development and promotes acceptance and adherence to a productive and harassment free work environment. Developing and implementing an ongoing program assessment to provide an effective exchange of information on the passport and visa issuance and compliance process. Preparing reports and correspondence on behalf of senior management. Developing briefings and communicating compliance initiatives to applicable stakeholders, serving as the primary liaison regarding questions concerning passports and visas. This Supervisory Passport Program Manager position starts at a salary of $142,488.00, GS-14, step 1 with potential to $185,234.00, GS-14 step 10.

Qualifications: To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying. You qualify for the GS-14 level (starting salary $142,488.00) if you possess one year of specialized experience equivalent to the GS-13 level performing duties such as: Coordinating with internal and external stakeholders, including senior management, other federal agencies, and external organizations, to address passport and visa-related issues. Supervising staff by assigning work, reviewing performance, identifying training needs, or resolving minor personnel issues. Evaluating passport and visa policies, procedures, and regulations to provide guidance to staff and stakeholders, ensuring proper use and retention of passports. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply. The qualification requirements listed above must be met by the closing date of this announcement.
