Job Summary: Located at the southern extent of the Cascade Range in northern California, the Lassen Volcanic National Park was established as a unit of the national park system in 1916 shortly after a series of highly publicized, dramatic volcanic eruptions of Lassen Peak in 1914 and 1915. This position is open to the first 75 applicants.

Major Duties:

  • Manage and oversee the park's integrated natural and cultural resource programs, including archaeology, history, wildlife, botany, ecology, hydrology, and physical sciences; develop long-range resource stewardship plans; and ensure compliance with National Historic Preservation Act (NHPA), Archaeological Resource Protection Act (ARPA), Native American Graves Protection and Repatriation Act (NAGPRA), and the National Environmental Policy Act (NEPA) and other federal laws. Plan, develop, and execute complex natural resource and cultural resource management programs that include annual and long-range planning to include oversight of a multi-year budget and operating program. Serves as the Principal advisor to the Superintendent on resource management programs and environmental compliance issues, and other park management issues. Exercise full supervisory and program management authority, including, but not limited to staffing, performance management, training, strategic planning, budgeting, project development, funding justification, and administration of program resources to meet park objectives and maintain operational effectiveness. Manages resource management projects including National Environmental Policy Act compliance.

To qualify for this position at the GS-13 grade level, you must possess the basic requirements for the General Natural Resources Management and Biological Sciences Series 0401, as follows: EDUCATION: Successfully complete a bachelor's degree or higher in an accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must provide a copy of your transcripts. -OR- Combination of Education and Experience: Education that included courses equivalent to a major in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, plus appropriate experience, or additional education. You must provide a copy of your transcripts and hours worked per week. AND In addition to the basic requirements listed above; to qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement. EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: have at least one year (52 weeks of full time employment) of specialized experience equivalent in level of difficulty and responsibility to that of at least the GS-12 level in the Federal service. Specialized experience demonstrates the knowledge, skills, and abilities necessary to perform successfully the duties of the position to be filled. Examples of specialized experience include but are not limited to experience studying multidisciplinary aspects of ecosystems and natural resource management, demonstrated through professional presentations, professional publications and other technical writing. Experience applying a variety of natural resource management programs and disciplines for the development of short-term and long-term plans and strategies related to ecosystem and natural resource management, applying the roles and authorities of state and federal laws, regulations and policies regarding public land management, including the conservation of natural resources including the National Park Service policies, the National Environmental Policy Act, National Historic Preservation Act, Endangered Species Act, Clean Water Act, , and other relevant laws and regulations to upholding the missions of United States public lands. Professional knowledge of policies and guidelines pertaining to fund management, administrative, personnel laws, and fiscal responsibilities, cooperative agreements, and grant and contract administration. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
