SUPERVISORY MILITARY PAY TECHNICIAN

Job Summary: The primary purpose of this position is to serve as first level supervisor and technical advisor, monitoring all operations relative to military pay and providing technical guidance to all Individual Reservists. Supervises by planning, directing, and organizing RIO/Reserve Pay Office (RIO/RPO) technicians for the technical auditing of pay transactions. Audits and analyzes the reconciliation of Master Military Pay Account (MMPA) transactions processed against several systems.

Major Duties:

  • Serves as primary focal point for Military Pay and pay related issues for Individual Reservists (IR). Analyzes complex and dated documentation to determine military pay entitlements in accordance with the Barring Act and Public Law. Ensures the completion of a vast array of complex pay actions (e.g., separation/final pay, correction and adjustment of several items of pay due to changes in other part of an account, reconciling out of balance accounts, one-time payments, etc.). Exercise supervisory personnel management responsibilities. Supervises subordinate military pay technicians in determining the cause of discrepancies and provides a resolution for routine and complex pay irregularities requiring review of several months/years of pay history and/or application of prior pay laws/regulations/entitlements (e.g., retroactive claims involving extensive research and manual computations, reenlistment eligibility and bonuses, enlistment extensions, etc). Represents RIO with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with HQ AFRC and HQ Air Reserve Personnel Center (ARPC). Provides customer service support in person or by telephone, as well as completes correspondence whether by answering written inquiries, or through the preparation of letters to obtain omitted or sensitive information related to military pay entitlements.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of a body of current and prior military pay procedures, regulations, laws, and applicable Comptroller General Decisions to resolve complicated pay problems and/or to research or investigate problems or errors that require reconciling and reconstructing incomplete information, conducting extensive and exhaustive searches for required information; thorough knowledge and understanding of a wide variety of the automated pay systems internal processing methods, interrelationships between pay system files, audit trail requirements, detailed input requirements, and output products to determine when manual processing is necessary, to devise methods for input transactions to bypass computer operations and to trouble shoot, identify and report programming and systems problems. determines the validity of and the approval/disapproval of IMA military pay entitlements. Provides advice and assistance to Individual Reservist Readiness and Integration Organization (RIO) management regarding military pay services/functions to meet current and long-range program goals and objectives. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D. D., [if related] in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a large body of complex rules, regulations, laws, and procedures for one or more military pay specializations and financial management; the data system(s) used to support military pay actions; and federal debt collection rules and regulations. Knowledge of safety and security regulations, practices, and procedures. Knowledge of financial systems and concepts. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to operate a calculator. Ability to communicate effectively, both orally and in writing. Ability to interpret/apply regulations and procedures related to military pay PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
