Job Summary: This position is located in the VISN 19 Business Office Support Services (BOSS) department.The VISN 19 BOSS Scheduling Manager is responsible for the management of Business Support functions for all VISN 19 medical centers. To include: Veteran Centered Scheduling Practice, Access, ICB, Pre-registration, Consults, etc.

Major Duties:

  • Major Duties include but are not limited to, Ensures all VISN 19 medical centers fully utilize the pre-registration package 100% of the time. This is accomplished through pulling reports that show the pre-registration completion rate for each station. Emphasizing the importance of capturing all insurance information, including updates and changes in insurance coverage through pulling weekly reports. This position serves as the business office lead for the Veterans Point of Service (VPS) program to include training the BUSINESS OFFICE staff, acting as a liaison between the Chief Business Office (CBO), National, VISN, and local staff. As the VISN SME, the incumbent has authority to make changes to the training and policies related to scheduling and access. Incumbent will be responsible for briefing clinical staff in the outpatient clinic area on their program responsibilities as it relates to the business cycle process. Incumbent analyzes, evaluates, and advises on the effectiveness of work methods and procedures, organizations, space and manpower utilization, management controls, information and documentation systems and similar functions of management. Participates in the analysis and interpretation of workload and other data used in resource planning with special emphasis on the capture of pre-registration data. Incumbent is responsible for ensuring that the work assignments of the VISN 19 scheduling and training teams which includes three training specialists at the GS-7 target 9 level and the auditors at the GS -9 level, and indirect oversight of 8 scheduling managers at the GS-11 level are carried out by performing a range of duties. Assures all personnel have been instructed in and follow operational, safety, personnel, and conduct requirements. Plays a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with agency accrediting and regulatory requirements. Demonstrated skill in oral and written communication with a variety of people from different backgrounds and different levels of understanding. This may include clerical, technical, administrative and professional (medical and non-medical) people at all levels in the agency. Incumbent is responsible for ensuring that the work assignments of the team are carried out by performing a range of duties. Incumbent is expected to coordinate cross facility workload sharing to ensure optimum utilization of resources. Work contributes to the improvement of productivity, effectiveness, and efficiency in program operations and/or administrative support activities at different echelons and/or geographical locations within the organization. .Contacts with higher ranking managers, supervisors, and professional and non-professional staff at the VISN 19 VAMCs and the CBOC work units. The work involves gathering information, identifying and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations in a program or program support setting. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/23/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your specialized experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: : Provides technical advice and expertise concerning patient processing and scheduling activities; Serves as a point-of contact for supervisors and staff scheduling outpatient services to assist in answering inquiries related to patient scheduling activities, and ensure compliance with all VHA directives, handbooks, guidelines, and/or policies related to patient scheduling activities; Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied; Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization; Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; Skill in conducting detailed analyses of complex functions and work processes'; Must have interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations; Knowledge of personal computer software applications to analyze data, present data and make recommendations. Thorough knowledge of overall mission priorities and Services in Health Administration Service, Scheduling Section as they relate to the full scope of VA mission; Thorough knowledge and the ability to accurately interpret and implement VA directives, Federal regulations, public laws, State and Local laws governing entitlement for health care both in the VA and at the expense of the VA to ensure maximum efficiency and effectiveness in all areas of the program management responsibility; Thorough knowledge of the Privacy and Freedom of Information Acts to ensure appropriate compliance. Working knowledge of Joint Commission, DRGs, MCA and other agency requirements. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
