Major Duties:
Qualifications: You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Expert knowledge of management principles, organizational theory; techniques of analysis and evaluation, along with knowledge of administrative management support functions, principles, techniques and programs to effectively balance program requirements against overall management goals. Knowledge of the mission, roles, functions, organizational structures, and operations of an agency, DOD and Service Components that govern, interface with/or influence the Defense Personal Property Management Office. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Developing, adapting, modifying, and applying advance management principles and techniques to define, clarify and/or resolve problems and negotiate and defend findings and alternative solutions to senior management. Expert knowledge of wide range of qualitative and quantitative methods for assessment and improvement of program effectiveness or improvement of complex management processes and systems. Skills and ability to communicate effectively with others, both orally and in writing in situations to work out solutions to sensitive complex problems or issues. Analytical ability, judgment, discretion, and knowledge of a substantial body of administrative or program principles, concepts, policies, and objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
