Job Summary: This position serves as the Supervisory Logistics Management Specialist (Chief) with responsibility for direction and control of logistics planning that includes multiple activities and may include geographically separated areas where no supply chain management personnel are assigned.

Major Duties:

  • The primary purpose of this position is to direct, develop and implement policy programs and procedures for the accurate management of Supply Chain Management (SCM) planning and provides administrative and technical oversight to a lower-graded specialist. As a SCM Team Member, the position collaborates with the Chief Supply Chain Officer (CSCO), VAMC Senior Management leadership, Veterans Integrated Service Network staff (VISN), Veterans Health Administration (VHA) program office and Senior Management and leadership in supported activities developing supply chain management strategies in support of f the VA Health Care System and supported catchment area. Duties include, but may not be limited to the following: Serves as the senior logistics and supply chain management official for the Health Care System, overseeing all logistical requirements across multiple campuses and supported catchment areas. Integrates acquisitions, procurement, logistics, inventory management, equipment management, distribution, and supply operations to support safe and efficient patient care. Develops and manages an enterprise-wide supply chain plan, including acquisition, clinical/administrative operations, transportation, distribution, and vendor coordination. Establishes logistics performance measures, oversees compliance, and ensures standardization of business processes across the supply chain. Directs and evaluates logistics operations such as inventory control, expendable and non-expendable equipment, warehouse operations, supply distribution, sterile processing coordination, and materiel management. Conducts logistics studies, analyses, and workload projections to improve supply chain performance and ensure cost-effective operations. Oversees supply planning, catalog management, and demand forecasting for complex clinical service needs. Serves as a key advisor to the VISN, Medical Center leadership, and Acquisition & Logistics Office on acquisitions, supply chain policy, and procurement matters. Leads/participates on product standardization committees, commodity boards, and integrated product teams (IPTs) for evaluating new products, equipment, and services. Ensures logistics support for major procurement activities such as construction, high dollar equipment acquisition, technology implementation, and non-recurring maintenance. Manages lifecycle planning for all equipment and materiel, ensuring proper allocation of resources from acquisition through disposal. Oversees equipment planning, maintenance coordination, replacement scheduling, and technology assessment. Ensures accurate documentation of capitalized equipment and sensitive items in the financial asset system. Serves as the Logistics Section Chief in emergency management and incident command operations. Manages emergency stockpile levels, continuity of operations planning, and rapid supply coordination during disasters or system failures. Manages multi-million-dollar budgets covering expendable supplies, non-expendable equipment, staff salary allocations, prosthetics supplies, and related logistics funding. Projects requirements, monitors spending, and ensures obligations follow federal appropriations law. Coordinates with Financial Management to forecast expenditures and maintain budget execution. Establishes supply chain training programs for logistics employees, supervisors, and clinical/end-user partners. Ensures compliance with all VA, VHA, VISN, and federal regulatory requirements for acquisition, supply chain management, inventory accountability, and property management. Develops local policies, SOPs, and guidance for logistics and supply chain operations. Coordinates and collaborates with clinical leadership, contracting, engineering, biomedical, IT, finance, and executive leadership to support organizational goals. Represents the health system in supply chain matters with VISN, national program offices, and external stakeholders. Supervises a large, diverse logistics workforce including subordinate supervisors across multiple sections (e.g., Inventory Management, Purchasing/Procurement, NX Equipment, Warehouse, SPD liaison roles). Provides leadership in hiring, performance management, training, disciplinary actions, awards, personnel development, and team-building. Ensures staffing levels meet operational needs and that workforce structure aligns with mission requirements. Ensures logistics services meet customer needs while supporting VA mission, treating staff, Veterans, and stakeholders with courtesy and professionalism. Resolves logistics issues impacting patient care, clinical services, or administrative operations. Work Schedule: Full-Time, Monday - Friday, 8:00am - 4:30pm. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/10/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge of supply operations and management programs; Knowledge of a broad range of supply management program functions (requirements analysis and quality controls; inventory control and accounting; requisitioning, receipt, storage, issue and distribution; and disposal sufficient to analyze the efficiency and productivity of the full range of medical facility supply management functions); knowledge of hospital management and policy administration, supply chain information system best practices, critical thinking skills, as well as a strong understanding of budgets, financial strategies, materials management information systems and process improvement techniques; broad knowledge of automated data processing systems specific to supply functions; ability to perform independent analyses to resolve difficult issues and problems, involving supply processes, work methods, supply data management, or day-to day operational procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary; however, the position is required to participate on environment of care rounds, Internal and External Quality Reviews, and external auditor site visits. These reviews include a review of work areas including warehouse, supply areas that require personal protective equipment such as operating room and lab, and equipment disposition areas that involve removal of hazardous waste. This may require long periods of standing, walking, and/or maneuvering around moving or otherwise hazardous equipment such as forklifts, pallet jacks, and cart washers. Work area is adequately lighted, heated and ventilated. May require occasional travel.
