Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Major Duties:

  • The primary purpose of this position is: as an Air Force Reserve Technician (ART) Officer, to serve as the Senior ART/ Commander of the Logistics Readiness Squadron. DUTIES Provides technical advice and assistance to wing leadership on business processes and performance and efficiency of logistics readiness functions of the squadron/wing. Manages and performs work for providing training, resources, and systems to ensure the efficient and effective operation of installation deployment processes. As the squadron senior technical advisor on logistics readiness and AEF issues, performs/leads studies, and provides technical advice and assistance on development and implementation of readiness mission capabilities. Represents the wing regarding logistics readiness issues at meetings within the organization and at conferences with MAJCOM, HQ USAF, DoD, and other agencies. Plans, organizes, and maintains oversight of the activities of the Logistics Readiness Squadron, ensuring the planning efforts and work products and services of all the squadron functions comply with legal and regulatory requirements and meet customer needs; Exercises supervisory personnel management responsibilities. Plans, organizes, and oversees the activities of the Base Air Terminal Operations (Non-AMC bases). Develops and directs the implementation of short and long term operational plans, policies, and procedures of base air terminal operations activities and facilities essential to air passenger and cargo movement operations.

Qualifications: THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION. This is an Air Reserve Technician (ART) Officer position located at 911 LGR SQ with the military rank of O-5/LTC, AFSC: 021R3 . In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions, Logistics Management Series 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes providing management of the administrative, financial, and technical aspects of the Logistics Readiness Squadron. The ability to provide advice and guidance on logistics readiness deployment planning and execution, war reserve materiel management, base/expeditionary support planning, sustainment, redeployment, mobility bags/small arms weapons, and logistics command and control. Thorough knowledge of squadron-specific deployment training for all installation personnel to carry out deployment tasks. The ability to provide advice and guidance on integrating these separate functions to improve base readiness. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, and regulations applicable to a full range of logistics management to include cargo and passenger movement, supply chain management, equipment and vehicles management, vehicle maintenance, warehousing, deployment planning and operations, personal property movement, global fuels and cryogenics, and logistic plans under peacetime and wartime conditions to develop and recommend policies and procedures for the squadron. 2. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. 3. Skill in analyzing issues and formulating solutions to complex problems. 4. Ability to plan, organize and direct the functions and staff of a small to medium sized organization. 5. Ability to mentor, motivate, and appraise the staff of an organization; Ability to communicate effectively, both orally and in writing. 6. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning base readiness; Knowledge of safety and security regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
