Major Duties:

  • This position is located in the Office of the Senior Vice President of Board Authorized Finance (OBAF) of the Export-Import Bank of the United States (EXIM Bank) and is assigned to one of the program divisions within OBAF. The primary responsibility of the position is to support the most complex international portfolio of financial transactions under the guidance of the Supervisor. Duties include, but are not limited to: Leads potentially controversial and highly complex consultations, discussions and negotiations with borrowers, lenders, exporters, other external parties and stakeholders. during the processing of finance applications, underwriting stage, in negotiations and documentation, and/or for managing transactions in the operative (disbursing) stage Manages and assesses loan specialist relationships with borrowers, lenders, exporters, and others. Maintains oversight responsibility for key sectoral business relationships, banking relationships, interagency partnerships, third-party advisors, government entities and public and private sector organizations; with whom loan specialists interact. Supervises the preparation of briefings and reports for senior management of relevant transaction, country, and sector developments, pipeline and operative transactions, and watch list and impaired assets. Represents EXIM Bank, as an expert in designated subject matter areas, at interagency meetings, and conferences on government policy, programs and issues. Analyzes all documentation and considers options: a) structures transactions in accordance with international agreements, EXIM Bank policies and guidelines with consideration of the borrower's financial condition, and general financing terms specific to the relevant sector or industry. Reviews the financial documents related to the borrower's financial condition and operational structure, as well as the strategic plan and competitive environment, in each case with a view towards determining reasonable assurance of repayment for pending applications. Offer recommendations of potential changes to structures to improve a borrower's performance and/or competitive circumstance.

Qualifications: Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work): GS-15: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal Government or other equivalent pay systems. Specialized experience includes: Experience as an expert in one or more of the Transportation Division's subject matter areas such as credit analysis of airlines and other transportation related companies, sectoral knowledge of one or more of the following industries: airlines, aircraft manufacturing, business aircraft, agricultural aircraft, helicopters, spare engines, MRO services, advanced air mobility, and rail-related exports such as locomotives and rail cars. Experience structuring complex asset-backed financings of transportation equipment. Experience serving as a relationship manager for borrowers, lenders, and exporters for transactions that are highly complex in their structure, (e.g., asset-backed tax lease structures, capital markets fundings); experience performing credit analysis, and a demonstrated ability to identify problems, determine causes, impact and design resolutions related to multi-million dollar transactions. Experience negotiating independently, financing terms with borrowers or other creditors for new authorizations, or in the event of post-authorization, changes to a transaction or restructuring of operative credits for existing authorizations. Experience leading a staff including planning, directing, reviewing, and monitoring their work. Experience related to policy aspects of EXIM's transportation financing, such as the OECD Arrangement, the American Sector Understanding, Co-Financing, Additionally, Economic Impact, interactions with other export credit agencies, etc. Education cannot be substituted for experience at the GS-15 grade level.
