Job Summary: Serves as a Supervisory IT Specialist in the Cybersecurity Assessment Section, AMK-232.

Major Duties:

  • The incumbent serves as the Manager of the Cybersecurity Assessment Section, leading a Federal Shared Service Provider (SSP) portfolio dedicated to ensuring client systems achieve and maintain compliance with the Federal Information Security Modernization Act (FISMA). The manager directs a technical workforce of IT Specialists providing standardized, scalable cybersecurity auditing and security services across a diverse customer base, including the Department of Transportation, Federal Aviation Administration, and multiple external federal partner agencies. Key responsibilities include managing initial system authorizations, triennial re-assessments and independent assessments in support of Continuous Monitoring using NIST SP 800-53 and Agency-specific standards within a multi-tenant environment. The manager oversees the delivery of shared security services, ensuring that centralized controls meet the rigorous requirements of diverse client Service Level Agreements (SLAs). Managerial duties include: planning and communicating the organization's vision; setting priorities for cross-agency projects; assigning tasks; monitoring performance; and coaching staff. The manager oversees the section's reimbursable budget, tracking resource consumption to ensure cost-recovery and projecting future funding needs based on new customer onboarding. As a senior technical lead, the incumbent integrates complex solutions across organizational lines, develops innovative automated assessment processes, and represents the FAA as a primary point of contact for external agency stakeholders. The manager serves as a Program Manager for business development, drafting service proposals, marketing new capabilities to potential federal clients, and managing customer relations to ensure the sustainability of the shared service model.

Qualifications: To qualify for this position at the FV-J (FG/GS-14) level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: Experience managing or leading cybersecurity assessment services within a shared service or multi-agency environment, ensuring compliance across different organizational risk profiles. Experience advising senior management on IT system design and inter-relationships, specifically regarding how centralized security controls impact decentralized client architectures. Experience auditing data processing systems to ensure adherence to FISMA, NIST, and OMB federal cybersecurity mandates. Experience managing reimbursable budgets, developing business proposals for technical services, and maintaining inter-agency agreements (IAAs) or SLAs. AND Individuals must have IT-related experience demonstrating each of the four competencies listed below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. 1. ALSO Quality Ranking Factor (QRF): Well qualified applicants will have knowledge and documented experience with each of the following: Experience with vulnerability identification or patch management; Experience evaluating and providing recommendations on technical cybersecurity controls; Experience performing and communicating comprehensive risk analysis for largescale, distribution systems.
