Job Summary: You will serve as a SUPERVISORY IT SPECIALIST (DATAMGT) in the INFORMATION TECHNOLOGY SYSTEMS DEPARTMENT (N6), at FLEET WEATHER CENTER (FLTWEACEN) of NAVAVNFCSTCEN.

Major Duties:

  • You will serve as the FLTWEACEN Norfolk Knowledge Manager, overseeing and championing the command’s Knowledge Management (KM) Program across all enclaves, up to and including JWICS, in accordance with DoD and DoN Policy.
  • You will ensure alignment of systems and solutions with the DoD Data Strategy and Component implementation plan, auditing and reporting compliance to the CO.
  • You will be responsible and accountable for performing the full range of supervisory responsibilities for assigned civilian and military personnel; and promoting a workplace environment free from discrimination and sexual harassment.
  • You will supervise, monitor, and administer work through analysis of workload and available resources, budget and capital planning, personnel management, project management, and risk management.
  • You will make determination of operational and technical priorities for the division workforce in alignment with objectives established by higher authority.
  • You will define digital policy rules for data access based on applicable laws, regulations, agreements, and DoD/DoN policies, ensuring data sharing agreements adhere to policy.

Qualifications: To qualify for a GS-13, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience analyzing workload and available resources (including budget and capital planning) to determine operational and technical priorities, ensuring alignment with organizational objectives established by higher authority. Experience planning, directing, supervising and auditing all division activities, including scheduling, resource allocation, and task prioritization. Experience establishing and enforcing data protection, sharing, and governance guidelines, defining data names, definitions, integrity rules, and domain values. Experience establishing and maintaining repositories, databases, and knowledge bases, ensuring information is documented, organized, and accessible. Experience conducting technical analysis to enable data-driven decisions regarding KM technical solutions and validate proposed courses of action. Experience encouraging the use of collaborative technologies (wikis, forums, social networks) to foster idea sharing, insight generation, and best practice dissemination. IT-related experience demonstrating this competency includes: Implementing and monitoring risk management strategies for division operations, ensuring compliance with all applicable regulations and policies. Reviews and audits division process and procedures. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Overseeing the development and maintenance of custom portal tools to facilitate content and data management, as well as information-sharing. Develops documentation, diagrams, guides, and training materials. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Preparing and delivering briefings to senior leadership on Data Management processes, tools, and technologies. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Adapting existing guidelines to resolve complex issues and address specific problems, as well as researching emerging trends and patterns. Recognizing that existing guidance may contain gaps, exercising professional judgment, initiative, and resourcefulness, deviating from established methods when necessary and developing new procedures, policies, and practices.
