The primary purpose of this position is to serve as a professional Computer Scientist, performing Depot Maintenance Activity Group duties in support of Mission Critical Computer Resources for the B-52 Weapon System.

Major Duties:

  • Utilizes a professional knowledge of computer sciences in performance of activities related to the development, maintenance, acquisition, and support of weapon system MCCR. Coordinates various phases of software or networking systems development, maintenance, acquisition, and/or support activities with others as required accomplishing the work. Pursue the quality goals and objectives of the organization ultimately for the purpose of achieving customer satisfaction. Ensures compliance with AFIs, TOs, Security, LCAT, ORIs, Safety and Security, etc. Provides full cooperation with org/inspection teams to resolve deficiencies and promote customer satisfaction. Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe work environment.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes extensive professional knowledge and competence in applying the theoretical foundations of computer science, including computer system architecture and system software organization, applicable to a broad range of atypical or highly difficult technical assignments. Intensive and diversified knowledge of standards, precedents, methods, and techniques in computer science, primarily in the specialization of MCCR, to include the military application of embedded computer system OFPs and ground support software, simulation programs, and test programs. Broad knowledge of program/project planning and management to include systems acquisition and modification, organizational coordination, cost/schedule control, performance and supportability criteria, budgeting, and management of resources. Knowledge of mission planning systems and of the software development environment to effectively accomplish assigned functions and fulfill the mission. Knowledge of networking systems comprised of multi-vendor computer systems executing multiple operating systems and in various configurations. Thorough working knowledge of PCs; of operating systems such as Windows and UNIX; and of programming languages such as Ada and C#. Extensive knowledge of interaction between various hardware/software components and operating system software. Knowledge of the programming for and the operation of computer peripheral devices such as line printers, scanners and disc/tape drive. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Possess a Bachelor of Science degree from an accredited college or university in Computer Science or related science with a computer science background and experience; possess extensive professional knowledge and competence in applying the theoretical foundations of computer science, including computer system architecture and system software organization as it applies to aircraft avionics and systems. Knowledge of avionics software systems, mission planning environment and software engineering environment to effectively accomplish assigned functions and fulfill the mission; of networking systems comprised of multi-vendor computer systems executing multiple operating systems and in various configurations; of operating systems such as Windows and UNIX; and of programming languages such as Ada and C#. Knowledge of health, safety, environmental, and security requirements as outlined in applicable standards, regulations, TOs, and/or directives. Skill in written and oral communications. Skill at software/hardware integration and troubleshooting and at applying professional judgement in identifying the strengths and weaknesses of alternative approaches and in devising solutions or conclusions to highly complex problems, both programmatic and technical. Ability to plan, conduct and record technical investigations and inspections; to research, analyze, interpret, and apply rules, regulations, policies, and procedures to a variety of situations and to recommend timely and economical solutions; to plan and organize work and coordinate with other technical disciplines; and to maintain good working relations. Ability to develop written guidelines, procedures, and policies. Ability to plan and monitor large and complex software and networking system projects; to search out and develop new or greatly modified methods and approaches so as to assure applicable objectives, standards, and requirements are met; and to adapt precedents or make significant departures from previous approaches to similar projects in order to provide for specialized requirements of some projects. Ability to obtain and maintain an Acquisition Certification in Systems Planning, Research, Development and Engineering (SPRDE) at SPRDE-SE Level II is required. Work is accomplished in accordance with budgeting, procurement, standard configuration and funding regulations, practices and processes related to system acquisition and sustainment management functions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
