SUPERVISORY INTERDISCIPLINARY GENERAL ENGINEER/ARCHITECT

Job Summary: You will serve as Director, Naval Facilities Engineering Systems Command (NAVFAC) Engineering Criteria and Program Office in the Planning, Design, and Construction (PDC) Directorate of Naval Facilities Engineering Systems Command Atlantic.

Major Duties:

  • You will serve as the executive responsible for the Navy and Marine Corps worldwide facilities design and maintenance criteria, standards and specifications guidance for all shore-based facilities.
  • You will directly support the NAVFAC Headquarters Chief Engineer on all facility criteria and related engineering programs.
  • You will serve as the Navy-wide and NAVFAC technical and program representative to the Department of Defense Unified Facility Criteria Program.
  • You will directly supervise professional engineers and architects who are NAVFAC technical experts and program managers of aviation facilities, waterfront facilities, facility energy, anti-terrorism and security engineering, design-build, etc.
  • You will serve as the Command representative on the Tri-Service UFC Coordinating Panel for DoD facilities.
  • You will attend and participate in various federal and industry briefings in order to effectively stay abreast of new criteria management techniques, and innovative technology.

Qualifications: Selective Placement Factor (SPF): This position has an SPF which is current registration as a Professional Engineer (PE) or Architect (RA) in any state, the District of Columbia, Guam or Puerto Rico. In addition to the Basic Requirements and SPF for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Planning and/or design criteria development (establishing criteria) or implementation (using planning and design criteria on project efforts) associated with Department of the Navy (Navy and Marine Corps) facilities; 2) Familiarity or knowledge of facilities engineering, facilities design and construction development, systems engineering and building materials, methods, systems, and equipment used in construction; 3) Experience developing architectural and/or engineering design documents; 4) Knowledge of all architectural/engineering disciplines and how they coordinate to develop completed facilities which address all mission/operational requirements; 5) Knowledge of the Whole Building Design Guide (WBDG) website, Tri-service efforts towards criteria standardization, and the value of criteria in facilities development and sustainment; 6) Knowledge of industry standard criteria, DoD criteria, Navy criteria (UFC, UFGS, PTS, Instructions, etc.) ; 7) Understanding of criteria development, consensus development/coordination; and 8) Experience with various acquisition methods: Design Build (DB), Design Bid Build (DBB), In-house DBB/DB, AE DBB/DB.
