The primary purpose of this position is: To serve as the Career Field Manager in the recruitment, development, retention, and overall talent management of the Intelligence Career Field. This position is also responsible for shaping the entire civilian intelligence talent lifecycle, establishing DAF-wide DCIPS policy, and directing the A2/FP division to align with Air Force, DoD, and National Intelligence.

Major Duties:

  • DUTY 1 - Provides executive leadership and strategic direction as the Air Force Civilian Intelligence Career Field Manager and the Department of the Air Force (DAF) Functional Manager for the Defense Civilian Intelligence Personnel System (DCIPS). As the Civilian Intelligence Career Field Manager (CFM), this position provides executive leadership and sets the strategic vision for the entire talent lifecycle of the Air Force's civilian intelligence workforce. DUTY 2 - Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. DUTY 3 - As the DAF Functional Manager for DCIPS, incumbent exercises executive authority and provides strategic governance for the Department of Defense's (DoD) Title 10 civilian personnel management system across the Air Force. This includes directing the development, coordination, and execution of DAF-level DCIPS policy in alignment with DoD directives and Intelligence mission requirements. DUTY 4 - The incumbent provides executive oversight and strategic intent for all matters related to force structure and manpower for DAF Intelligence requirements (billets). The incumbent gives strategic guidance by directing subject matter experts to analyze and shape the staff structure in alignment with evolving mission needs.

Qualifications: This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of policies, practices, regulations, and laws concerning program management, talent management, force development, and defense intelligence. Mastery knowledge and deep understanding of the national intelligence enterprise, functional areas, and the ability to translate strategic intelligence requirements into civilian personnel policy and structure. Mastery of project management methodologies and security protocols, with demonstrated skill in leading large-scale, enterprise-level initiatives within a secure environment. Mastery of complex Problem Solving and Decision-Making: Proven ability to analyze highly complex situations, develop innovative enterprise-level solutions, and defend critical decisions in high-stakes environments. Mastery of human capital management principles, with expert knowledge of DoD, Air Force, and Intelligence Community talent management policies and objectives. Exceptional ability to communicate, influence, and negotiate complex polies and programs at the General Officer/DISES level across the DoD, Intelligence Community, with congressional and Defense Intelligence industry partners. Skill in leveraging personnel data and systems to conduct strategic analysis, inform policy decisions, and align organizational structure with mission objectives. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
