Job Summary: This position is in the Excepted Service under U.S.C. 50 § 3024(v) and appointments are made without regard to the requirements of the Competitive Service by laws, Executive order, or OPM regulations. Position located in the Energy and Economic Security Division of the Bureau of Intelligence and Research Office of Economic Analysis (INR/ECON), supervising intelligence analysis on energy, economic security, trade, finance, and supply chains. Advises senior leadership on U.S. national policy.

Major Duties:

  • Exercises supervisory personnel management responsibilities such as advising and providing counsel to employees regarding policies, procedures, and directives of management.
  • Plans, organizes, and directs the activities of the Energy and Economic Security Division to ensure that intelligence products meet client needs and adhere to Intelligence Community, bureau, legal and regulatory requirements.
  • Serves as the Bureau's senior coordinator on intelligence issues concerning energy and economic security issues.
  • Informs Bureau leadership and senior staff of relevant issues and opportunities.

Qualifications: Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience providing all-source intelligence support to Cabinet-level U.S. officials and other senior policymakers. Experience providing advice, guidance, and consultation to senior policymaking officials based on intelligence analysis of energy and economic security issues. Experience with interagency policies and procedures regarding intelligence analysis and support, including liaising with Intelligence Community colleagues and implementing appropriate security protocols for handling classified information. Experience with the foreign policymaking process and with U.S. Government intelligence functions in the areas of energy and economic security. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
