Major Duties:

  • This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of America OCS Region, District Field Operations, Production Operations Inspection Unit B, Houma District and Production Inspection Unit A, Lafayette District, in Houma & Lafayette, LA. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Provides full technical and supervision to inspection staff who regularly inspect the full range of offshore production, and measurement facilities including those with known safety and environmental problems and hazards. 2. Plans, directs, organizes, and reviews the work of Inspectors to ensure adherence to the inspection schedule, accomplishment of overall program objectives, and conduct of offshore operations in a manner consistent with OCS regulations and directives to lessees. 3. Coordinates field inspections, manpower, and helicopter transportation to utilize inspection resources at maximum efficiency to meet regulatory inspection requirements and to monitor facilities with chronic deficiencies and/or complex state-of-the-art production equipment and safety devices and systems. 4. Plans and schedules inspections of the full range of both major and minor production systems, including those with a persistent record of safety violations. 5. Enforces and promotes compliance with safety, environmental, and site security requirements for conventional, established, or new types of production equipment/systems, which will involve a diversity of operations, problems, or issues. 6. Independently orders shut-ins of facilities which pose immediate danger to the environment or safety/security of operations. 7. May be required to testify as an expert witness at judicial hearings concerning criminal penalties or sanctions. The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework only during emergency or natural disaster. Relocation expenses are not authorized. Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee. Physical Requirements: Occasional walking, bending, stooping, and climbing tall ladders during inspection of offshore oil and gas facilities. Helicopter, marine vessel, and automobile travel is required. The employee must successfully complete helicopter underwater egress and swing rope training on a recurring basis in accordance with BSEE policy. Work Environment: Scheduled and unscheduled offshore overnight stays, as well as weekend duty assignments may be required by this position. Weekend work may be required. Security Clearance Required: You will be required to obtain and maintain a Public Trust Background Investigation if you are selected and hired for this position. Salary Information GS-13 $122,749 (Step 1) - $159,575 (Step 10) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Qualifications: Minimum Qualification Requirements: To qualify for this position, you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Serving as a senior level technical expert, manager, and/or advisor on inspections as it relates to the regulation of OCS oil, gas, and mineral operations, 2. Evaluating the Region's inspection program and providing recommendations to help improve the program's processes. Must meet all.
