Job Summary: The Area Manager Provides management, supervision and services for Area Network Operations, Operations Support, Systems Integration, and Systems Design. Responsible for IT Operations Maintenance, Information Assurance and Security Management, Resource and Personnel Management, and IT Training. The work requires the incumbent to apply administrative and managerial skills, abilities, experience, and technical knowledge of IM/IT to integrate numerous complex functions.

Major Duties:

Major Duties: Advanced IT concepts, methodologies and best business practices in applying solutions that will enhance operations. Extensive knowledge of hardware, software, peripherals, and their relationships with the operational, technical and system architectures. Directs, reviews and participates in the design, development, implementation and maintenance of automated information systems and technical architectures in compliance with VA directives. Identifies and resolves root causes of problems that degrade delivery of essential Information Technology services. Oversees IT management concept development that impact all IT business processes, operations, and strategies. Identifies solutions to facility IT challenges for resources allocation and provides advice and guidance regarding current and future information systems concepts, doctrine, methods, practices, operations and technologies. Mastery of project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables monitoring activities, and evaluating and reporting accomplishments. Responsible for a wide range of IT management; strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, architecture. Mastery of the application of a wide-range of qualitative and quantitative analytical and evaluation methods to identify and advise on IT programs to improve processes or mission performance. Plans schedules, and carries out major projects concerned with the analysis and evaluation of programs or organizational effectiveness. Use established analysis, business cases and decision making processes to evaluate capital investments in IT. Participate in decision-making processes and recommend ways IT can contribute to organizational success. Provides direction, leadership and mentoring to develop and foster the leadership and management skills of subordinate staff. Develops long range program goals and objectives, assigns projects to subordinates and monitors operations to reach objective. Uses high-level technical expertise to accomplish analysis of options for applications, communications and network changes. Identify technology opportunities that will have a significant effect on ability to support customer base and perform the mission. Resolves a variety conventional and unconventional automated technologies and information management concerns or situations and recommends action based on knowledge of emerging technologies. Plans, directs and provides technical guidance to improve the Area Information Systems program and IT computing environment. Considers innovations and new approaches or applications and makes recommendations as to the feasibility/compatibility with existing systems, facilities, equipment, etc., and the probable long-term effects. Coordinates, presents, defends and negotiates programs, policies, and controversial issues of significant impact on support organization information systems. Serve as an advisor or point of contact to executive management officials on information management. Maintain effective lines of communication with management and stakeholders. Attends and participates in a variety of management conferences and meetings. Participates in a variety of teams and work groups with representatives from all levels of VA. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Travel requirement is up to 25% of the time. Working Conditions: The work area is adequately lighted, heated, and ventilated. The work environment involves every day risks or discomforts that require normal safety precautions. Employee may occasionally be exposed to uncomfortable conditions in such places as research and production facilities.

Qualifications: To qualify for this position, all qualification requirements must be met by the closing date of this announcement-12/01/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Experience managing IT operations and related IT delivery systems and equipment, and supervise IT personnel and teams; administer IT operational activities that support all organizations within the geographic area; utilize strategic planning and systems performance management to implement new or maintain existing operational hardware and software required for IT support of all area end users; identify system performance measures or indicators and implement actions needed to improve or correct IT systems. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Mastery of project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones, and deliverables monitoring activities, and evaluating and reporting accomplishments. Mastery of the application of a wide-range of qualitative and quantitative analytical and evaluation methods to identify and advise on IT programs to improve processes or mission performance.
