Job Summary: This position is located in the Bureau of Diplomatic Technology, under the DCIO for Enterprise Applications, Office of Personnel & Training Applications(DT/EA/PTA). PTA is responsible for all aspects of 70+ applications that comprise the Integrated Personnel Management System (IPMS). The Office develops, maintains, and manages Department corporate human resources systems, including systems of record for both domestic and overseas employees.

Major Duties:

  • Serves as Division Chief and has been delegated primary responsibility and authority for effectively and efficiently planning, directing, and assessing the Integrated Personnel Management System (IPMS).
  • Oversees a team of Branch Chiefs in formulating division strategies, policies, goals, and objectives. Provides leadership, advice, and guidance to senior leadership and staff in interpreting Government-wide and Department laws.
  • Prescribes, plans, develops, and directs the comprehensive functions, goals, programs, operations, and special projects assigned to the Division, including planning for and managing contractor support needed to carry out functions and projects.
  • Formulates and directs the development, interpretation, and promulgation of policies, standards, practices, systems, and controls governing all aspects of HR's automated systems.
  • Initiates and maintains liaison and provides representation for the Bureau with Department officials. Represents SSD at meetings, committees, and task force groups to examine, study, and discuss information management and system issues.

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - Thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (individuals who use or receive the services or products that your work produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (technical, sensitive, controversial); makes clear and convincing oral presentation; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgement to generate and evaluate alternatives, and to make recommendations. AND Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience leading strategic and operational planning processes for the management of human resources automated systems. Experience advising on the development of information technology policies and standards. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
