Job Summary: Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Information and Technology, Passenger Systems Program Directorate, located in Ashburn, VA.

Major Duties:

  • This position is located within the Office of Information and Technology (OIT), Passenger Systems Program Directorate (PSPD), and is responsible for overseeing the design, development, implementation, and support of complex automated systems that drive CBP business regulations and processes. As a first-line supervisor, this role directly impacts the agency's mission by ensuring the effective management of IT operations and cybersecurity initiatives that are critical to CBP's global operational needs. This position starts at a salary of $143,913.00 (GS-14, Step 1) to $187,093.00 (GS-14, Step 10). Typical duties include: Leading and organizing the work of subordinates, including planning, assigning, and communicating work schedules, deadlines, and performance standards for complex IT assignments. Developing and implementing new applications development methods and models, incorporating advanced technologies and software architecture to support CBP's critical applications and backend systems. Supervising the design, development, and testing of large and complex mission-critical programs, ensuring compliance with regulatory requirements and agency-wide infrastructure. Providing expert technical advice, guidance, and recommendations to senior management and team members on critical and controversial IT issues, and assuring the preparation of agency-wide manuals and operating procedures. Interpreting and reviewing departmental IT policies, standards, guidelines, procedures, and strategies governing the planning, design, and delivery of agency-wide software applications, ensuring security, compliance, and data protection.

Qualifications: BASIC REQUIREMENT: Applicants must have Information Technology related experience demonstrating each of the four competencies listed below. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. You qualify for this position if you meet the basic requirement listed above and possess one year of specialized experience as described below. Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Leading or managing significant IT projects or initiatives involving the design, development, testing, implementation, and maintenance of complex application software systems. Developing, adapting, and implementing advanced application development methods, models, and software architectures to support critical agency IT systems and backend operations. Analyzing, interpreting, and applying departmental IT policies, standards, and strategies to guide the planning, design, and delivery of agency-wide software applications, ensuring compliance and security. Providing expert technical guidance and recommendations to project teams, stakeholders, and management on complex IT issues, including software design, development, and problem resolution. Overseeing or conducting the evaluation of new technologies, software designs, and technical requirements for application projects, ensuring alignment with business needs and optimization of existing software.
