Salary Range: $147945 - $197200 Per Year

Job Summary: Serves as a Supervisory Human Resources Specialist for the Office of the Chief Human Capital Officer (OCHCO), responsible for leading enterprise-level human capital programs that support NASA's workforce and mission. Leads strategic initiatives, oversees program delivery, and supervises a team responsible for designing and implementing human capital services that support NASA leadership and Centers across the Agency.

Major Duties:

  • Lead and manage one or more enterprise-level human capital programs supporting agency leadership and Centers.
  • Provide strategic leadership and oversight for the design, implementation, and evaluation of human capital initiatives.
  • Supervise and guide a team of HR professionals responsible for delivering human capital services across the Agency.
  • Partner with NASA senior leadership, Center HR offices, and agency stakeholders to develop solutions addressing workforce challenges.
  • Analyze workforce trends and identify emerging human capital issues affecting the Agency.
  • Lead enterprise projects and initiatives designed to modernize HR service delivery and improve operational efficiency.
  • Ensure HR programs comply with OPM regulations, federal HR policy, and merit system principles.
  • Drive continuous improvement in HR programs to enhance customer experience, service delivery, and workforce outcomes.
  • Represent Office of the Chief Human Capital Officer (OCHCO), in interagency and cross-agency workforce initiatives.
  • Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Qualifications: Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Leading or overseeing the implementation and improvements for human capital programs, human capital strategy, processes or HR service delivery and HR models; Providing strategic HR advisory services to senior leadership and internal/external stakeholders; Managing complex HR initiatives such as workforce planning, talent management, organizational development, or HR policy implementation.
