Job Summary: This position is located in the Bureau of Personnel and Training , Office of Retirement. The incumbent of this position serves as a Supervisory HR Specialist responsible for overseeing various aspects of the HR Retirement program.

Major Duties:

  • Analyze and devise workflow charts, diagrams, and other planning tools to develop logical operational steps for program improvement, and implementation.
  • Prepare budget proposals, cost-benefit analyses, and other financial analyses to present to senior management and other stakeholders charged with decision-making activities.
  • Coordinate with Chief Policy Advisor to draft regulations, policy memoranda and position papers related to the HR Retirement program, its use, and its implementation cross the Department.
  • Train Office of Retirement and other Human Resource Service Providers (HRSP's) personnel regarding Civil Service (CS) and Foreign Service (FS) retirement policy, procedures.
  • Supervises and leads the employees assigned to the Division by evaluating the work performance of subordinates and identifying, distributing, and balancing workload and tasks among employees.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: There is no substitute of education for specialized experience for the GS-14 position. Experience providing guidance to HR leadership regarding retirement and benefit processes and procedures. Experience counselling employees on retirement and benefits related inquiries. Experience training employees regarding provisions of both Foreign Service (FS) and Civil Service (CS) retirement systems. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
