Job Summary: You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST in the COMPACFLT HUMAN RESOURCES OFFICE, HAWAII (HRO HI) in support of PEARL HARBOR NSY AND IMF.

Major Duties:

  • You will supervise a team of Human Resources (HR) Specialists and Assistants responsible for providing staffing, recruitment, classification, and strategic workforce planning services.
  • You will lead a full range of staffing services which include providing advice that requires extensive research and analysis associated with design, development, implementation and tracking of strategic plans to recruit, develop, and retain skills.
  • You will consult with management on all personnel staffing matters with responsibility for resolving controversial, complex, and difficult types of problem cases.
  • You will develop strategic recruitment advisory services and utilize networking/outreach efforts with community and professional groups and associations to determine where and how to find the talent needed.
  • You will conduct analysis and develop organizational design, position management and succession planning based on the mission, and current staff and future staffing requirements of the activity/command being studied.
  • You will advise management on strategic approaches to pay and compensation issues to ensure regulatory compliance in setting non-discretionary and discretionary pay.
  • You will develop instruction, point papers, briefing papers and other correspondence to communicate decisions on complex or controversial personnel issues.
  • You will provide classification advisory services which may require reviewing and evaluating position/job descriptions.
  • You will provide guidance on locating, interpreting, analyzing and making recommendations regarding the application of the Office of Personnel Management (OPM) classification standards and guides.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) Providing comprehensive and strategic recruitment and placement services for hard-to-fill positions applying Federal, Department of War, Department of the Navy Human Resources (HR) concepts (OR EQUIVALENT) principles, laws and regulations; (2) advising on classification and position management issues; (3) demonstrating ability to independently and effectively prioritize workload among competing priorities; (4) serving as a lead or mentor to junior or developmental staff; and (5) developing data-driven or innovative solutions to resolve bottlenecks or address complex issues.
