Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes 1) Lead enterprise-wide civilian and military human resources programs across joint service components, directing manpower and strength management, and operational readiness, entitlements, awards, and quality of life initiatives. Exercise authority to interpret and implement directives from the Office of the Secretary of War, the Department of War, the Joint Staff, and Military Service components into comprehensive policies and operational guidance; 2) Responsible for strategic planning and execution of short-, mid-, and long-term personnel strategies, including contingency, operational, and functional plans. Oversight of organizational restructuring/transformation, resource allocation, and budget distribution to align with legislation, funding, and command priorities. Serve as principal advisor to senior leadership on joint service human resources issues, representing the command in high-level engagements with federal agencies, and providing authoritative input on personnel transformation, family support, and legislative initiatives that affect joint warfighting capabilities; 3) Supervisory experience managing division chiefs and working with senior staff, setting strategic priorities, evaluating performance, and overseeing recruitment, promotion, disciplinary actions, and workforce development for military and civilian employees. Establish measurable goals, performance standards, and accountability mechanisms to ensure mission success. Direct reviews of manpower and personnel programs, analyzing campaign lines of effort, and determining which missions and functions should be improved, modified, or eliminated to enhance mission effectiveness and resource utilization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
