SUPERVISORY HUMAN RESOURCES SPECIALIST (CLASSIFICATION/RECRUITMENT/PLACEMENT)

Salary Range: $119630 - $155521 Per Year

Job Summary: You will serve as a Supervisory Human Resources Specialist (Classification/Recruitment and Placement) in Human Resources Office, Business Directorte of the Naval Facilities Engineering Command (NAVFAC) Northwest.

Major Duties:

  • You will plan work to be accomplished, set and adjust priorities and prepare work completion schedules. Assigns work to subordinates based on priorities, consideration of assignment difficulty and requirements and the employee capabilities.
  • You will perform various administrative responsibilities (i.e. approving leave, monitoring attendance/leave usage, and tracking budget/expenses).
  • You will interpret and apply recruitment and placement laws, regulations, policies, and practices to provide advice and guidance to managers, supervisors, employees, and applicants.
  • You will provide advice on the establishment of new/revised position descriptions, reorganizations/ realignments, classification advisories, etc. using the Office of Personnel (OPM) Management Classification Standards.
  • You will serve as technical expert in OPM, DOD and DON workforce shaping programs and policies sufficient to advise senior management on options and develop plans to achieve workforce shaping initiatives.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Advising management on personnel policies to include position classification, staffing, recruitment, compensation, and workforce shaping; 2) Executing recruitment, reassignment and other personnel actions in accordance with federal laws, policies, rules and regulations; 3) preparing, reviewing, and analyzing position descriptions utilizing federal classification standards and position management principles; 4) providing strategic advice and guidance to management regarding recruitment, hiring, compensation, and retention strategies; and 5) resolving problems, answering questions and providing guidance to employees and management on complex recruitment, staffing, compensation, and position classification issues utilizing human resource tools and systems.
