Job Summary: This position is located in the Department of Housing and Urban Development, Office of the Chief Human Capital Officer. Washington D.C. is among the possible duty locations for this position. The Washington, D.C. office is anticipated to relocate to Alexandria, Virginia. Applicants selected for the Washington, D.C. duty location may be required to report to the Washington, D.C. office upon entry on duty and subsequently transition to reporting to the Alexandria, Virginia location.

The position is located in the Department of Housing and Urban Development (HUD), Office of the Chief Human Capital Officer (OCHCO), Office of Human Capital Services (OHCS), Strategic Position Management Division. The Human Capital Services' (HCS) mission is to advance the Agency-wide Human Capital goals and initiatives related to Classification, Recruitment, Staffing, and Position Management; Employee Assistance and Health and Wellness; Career/ Life Balance Programs, including Teleworking; Pay, Retirement, & Benefits; and Personnel Security Adjudications. As a Supervisory HR Specialist, you will: Provide strategic leadership, policy interpretation, and operational oversight for recruitment and staffing programs supporting mission-critical workforce needs across Headquarters and field organizations. Direct and oversee recruitment and staffing programs to ensure compliance with federal hiring laws, regulations, and merit system principles. Primarily advise senior leadership and program offices on recruitment strategies, hiring time lines, and staffing flexibilities. Interpret and implement government-wide hiring initiatives, OPM guidance, and Executive Orders impacting federal hiring. Develop, review, and implement staffing policies, standard operating procedures, and internal guidance to ensure consistency with Title 5, Office of Personnel Management (OPM) regulations, Executive Orders, and agency policy. Exercise full supervisory authority over Human Resources Specialists engaged in recruitment and staffing activities.

Qualifications: You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience for the GS-14 is one year (52 weeks) of experience at the GS-13 level, or equivalent, that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized Experience for this position includes: - Directing or leading a federal recruitment and staffing program that includes competitive and excepted service hiring authorities such as Delegated Examining (DEU), Merit Promotion, Direct Hire Authority (DHA), Schedule A, and other special hiring authorities; AND - Providing authoritative interpretation and guidance on complex, sensitive, or precedent-setting staffing issues involving Title 5, OPM regulations, merit system principles, prohibited personnel practices, veterans' preference, and Executive Orders affecting federal hiring; AND - Developing and implementing organization-wide hiring strategies aligned with workforce planning objectives, mission-critical hiring needs, veterans' employment goals, and government-wide hiring initiatives; AND - Advising senior leaders and executives on recruitment risks, hiring flexibilities, workforce trends, and staffing metrics to support strategic decision making; AND - Overseeing staffing compliance, internal controls, and audit readiness activities, including responding to reviews conducted by oversight entities such as Office of Personnel Management (OPM), Office of Inspector General (OIG), or US. Government Accountability Office (GAO). The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
