Job Summary: You will serve as a Supervisory Mega-Project Project Manager for the Planning, Design and Construction Directorate, NAVFAC NORTHWEST. You will be responsible for executing the NAVFAC Northwest Navy Nuclear Deterrence Mission Capital projects program (MILCONs and SRM).

Major Duties:

  • You will provide construction engineering expertise in major engineering disciplines on projects of an unusual or complex nature.
  • You will be responsible for technical acceptability and quality approval of all construction managed by the office.
  • You will be responsible for workload planning, task assignment, organization, overall office management and supervision of all personnel assigned to the office.
  • You will be responsible for hearing employee complaints and grievances and either resolving the issues or initiating proper recommendations for dispositions at a higher level.
  • You will act as a government witness at claims hearings requiring engineering and construction expertise.

Qualifications: This position has a Selective Placement Factor (SPF) that will be used to screen out ineligible candidates. The SPF is current registration as a Professional Engineer (PE) or Architect (RA) from any state, the District of Columbia, Guam or Puerto Rico. If you meet this requirement, you must provide a copy of your current registration with your application for verification purposes. A copy of a wall certificate that does not show current registration status will not serve to verify you meet this requirement. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Exhibiting mastery and expertise in applying advanced concepts, principles, and practices in project management to provide innovative recommendations and identify, coordinate, and integrate various engineering, architecture, and other related disciplines necessary to deliver expert advisory services and to accomplish cost-effective, high-quality design and construction activities; 2) Utilizing a wide range of advanced concepts, principles, and practices of engineering and architecture to resolve highly challenging and complicated issues and problems; 3) Providing consultative services on project management issues and the entire range of architectural and engineering activities for facilities construction; and 4) Leading, supervising, and/or managing others in providing professional facilities engineering or architectural services.
