SUPERVISORY GENERAL ENGINEER / SUPERVISORY ARCHITECT

Job Summary: You will serve as a Deputy Chief Engineer in the Planning, Design and Construction Directorate of NAVFAC OSF.

Major Duties:

  • You will supervise assigned staff and division directors.
  • You will directly support and represent the Chief Engineer (CHENG) and Assistant Commander for Planning, Design and Construction (PDC) in leading and managing CHENG elements of the PDC across the enterprise.
  • You will support the CHENG and Deputy Warranting Officers (DWO) on NAVFAC Technical Authority (TA) governance requirements and serve as the Technical Authority Board (TAB) Action Officer.
  • You will oversee and track NAVFAC technology development related to Shore Facilities and Ocean Facilities and Equipment Technical Domains.
  • You will initiate, formulate, and execute broad technical policy related to Technical Authority, engineering, design criteria, specifications and cost engineering.
  • You will directly support the CHENG in the role as the Navy Functional Community Leader for Engineering and Technical Management (ETM) and will be responsible for it's oversight, guidance and global development.

Qualifications: This position has a Selective Placement Factor (SPF) which is current registration as a Professional Engineer (PE) or Architect (RA) in any state, the District of Columbia, Guam or Puerto Rico. You must provide a copy of your current registration with your application. In addition to the SPF and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: (1) Provides guidance and technical oversight for a wide-range of facility and infrastructure requirements and planning projects. (2) Ability to analyze and interpret policies, regulations, and processes to support facility and infrastructure requirements, solutions, and projects. (2) Effective communication skills to explain, explore, justify decisions, and resolve controversies related to facility and infrastructure issues. (3) Developing and delivering detailed internal briefings, executive level briefings, and briefings to other agencies and military services. (4) Tracks the development, delivery, workload forecasting, and resource allocation to support program and product delivery. (5) Collaborates, coordinate, builds and maintains relationships within and outside current division/department/organization.
