Job Summary: You will serve as a SUPERVISORY GENERAL ENGINEER (Flight Upgrade Engineering Manager) in the Milestone Decision Authority, Assistant Secretary of the Navy Research, Development and Acquisition ASN (RD&A) of PROGRAM EXECUTIVE OFFICE SHIPS.

Major Duties:

  • You will direct all aspects of flight upgrade design activity to ensure that ship systems designs are responsive to existing or revised Top-Level Requirements (TLRs).
  • You will plan/direct complex design/coordination efforts across engineering disciplines: mechanical, electrical, marine engineering, naval architecture/combat system architecture directing design origination, activity and problem solving.
  • You will quantitatively assess engineering impacts to budget, schedule and contract elements of the program and weigh them responsibly in developing and making recommendations to top management.
  • You will direct others and/or independently resolve engineering issues affecting the ship platform and all systems associated with DDG51 flight upgrade programs, activities and initiatives.
  • You will participate in engineering/technical studies to review/implement various options for modifying the DDG51 design to achieve energy efficiency, optimize habitability, improve power generation, and increase effectiveness in platforms/systems.
  • You will direct, formulate, plan, and establish policies and procedures to assure effective integration of proposed flight upgrade candidates into the DDG 51 Class of ships.
  • You will establish specific engineering criteria, guidelines, and requirements, many of which are without precedent, designed to ensure integration of the various sub-systems into the design in a manner which supports serial ship production.
  • You will prepare and present senior-level briefings to the chain-of-command, including flag level, within PEO SHIPS, NAVSEA, OPNAV and ASN RDA.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay NH-03 (GS-13 equivalent) grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: "As a professional engineer developing acquisition plans and milestones (e.g., directing the implementation and execution of program plans; identifying resource requirements; monitoring operations, engineering funds and hours distributions or expenditures etc.,) to ensure the efficient and timely design engineering support for a destroyer systems acquisition program."
