Job Summary: This position serves as Chief Engineer under the administrative direction of the Director and is responsible for the technical direction of GLS engineering and environmental related activities. This position directs a variety of activities related to capital improvements, engineering and technical developments to achieve a reliable and safe navigation system. The employee is responsible for developing comprehensive programs for existing facilities and directs engineers and staff for this work.

Major Duties:

  • As a Chief Engineer, you will: Be responsible for developing, directing, and managing the technical aspects of difficult and complex long-range planning, research, and development programs, covering a variety of engineering concepts and objectives in a number of technical fields. The primary objectives of these programs are to maximize the capacity of the existing GLS facilities and to improve the efficiency and safety of the system. Recommend projects/items to the Director to be included in the Seaway Infrastructure Program (SIP) and the Corporation's Maintenance Plan which include descriptions, benefit/cost analyses, priority assignments and proposed schedules. Monitors progress of approved recommendations. Communicate effectively and coordinate the Corporation's engineering and research and development programs with senior technical and policy representatives of a variety of Federal, State, local and non-governmental entities involved in navigation infrastructure planning and management. Be responsible for managing, directing, and supervising the GLS engineering program at all stages from conception through completion to ensure maximum effectiveness of all St. Lawrence Seaway facilities under the jurisdiction of GLS. The ideal candidate will have extensive experience in multiple engineering disciplines including the monitoring of facilities, making recommendations for capital improvements, being responsible for developing solutions, designs and specifications. The ideal candidate will have experience planning work – including developing budgets, as well as directing and monitoring the work of other engineers and related personnel. Qualifications: To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience in the areas of mechanical engineering concepts to perform, assist and/or review design work on a variety of projects including but not limited to work in the areas of electro-mechanical, hydraulic, fire protection, compressed air, HVAC, etc. Experience in the areas of civil/structural engineering concepts to perform, assist and/or review design work on a variety of projects including but not limited to work in the areas of reinforced concrete, structural steel, sheet and H-piling, asphalt pavements, soils, foundations, water/wastewater, etc. Experience in the areas of electrical/electronic engineering concepts to perform, assist and/or review design work on a variety of projects including but not limited to work in the areas of motor controls, lighting, power distribution, IT systems, PLCs, etc. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Systems Engineering - Knowledge of the practice of integrating multiple disciplines into a team as part of a structured development process throughout a system's life cycle.
