Job Summary: This position is part of the Haskell Indian Nations University, Bureau of Indian Education (BIE), Department of the Interior (DOI). As a Supervisory Financial Specialist you will be responsible for utilizing an extensive knowledge of accounting and financial management principles and procedures in completing complex assignments, providing HINU's management with objectively-based information for making decisions on the administrative and programmatic aspects of its operations and management.

Major Duties:

  • As a Supervisory Financial Specialist, GS-0501-13, your typical work assignments will include the following under supervision: Serve as Financial Management Specialist concerning financial management and administration, accounting, budgetary and financial activities internal to Haskell Indian Nations University. Utilize an extensive knowledge of accounting and financial management principles and procedures in completing complex assignments. Perform advisory/technical services and a full range of management functions in planning, organizing, directing, and controlling the overall financial management for HINU, including budgetary and accounting operations, grant perations, and fundraising operations. Based on program guidelines, BIE and federal policies for the preparation of operating budget programs, formulates and recommends to management internal operating budget and control guidelines. Provide overall management and leadership of the Financial Management Program; supervising the areas of the Office of Finance, Office of Financial Aid, Sponsored Programs, and other areas of finance.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. GS-13 Grade Level: Your resume must demonstrate at least 1 year of specialized experience equivalent to at least the GS-12 grade level that includes: performing advisory/technical services and management functions in planning, organizing, directing, and controlling financial management duties including budgetary and accounting operations; monitoring budget execution, formulating and recommending to management internal operating budget and control guidelines, controlling the use of expense accounts for such purposes as pay, procurement of supplies, travel, etc.; utilizing a financial management system to track financial documents, expenditures, and financial reporting requirements; planning, distributing, coordinating, and monitoring work assignments of others; and evaluating work performance and providing feedback to others on their performance.
