Major Duties:

  • This position is with the DCMO Call Center.
  • The duties, described below, represent the major duties performed at the GS-11 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience.
  • Serves as a liaison to support the development of new work sites or transfers. Assists in assessing workload, personnel requirements, and systems support requirements.
  • Develops and implements standard work processes to enhance detection and correction of errors, uniformity of procedures, and improvement of the organization’s productivity.
  • Assists in review, preparation, and revision of Standard Operation Procedures (SOPs).
  • Participates in financial systems tests, and analyzes and evaluates the effectiveness of ADP applications used by the Organization.
  • Develops detailed reports based on results of systems tests identifying problems, errors, and needed modifications.
  • Plans, organizes, directs, coordinates and reviews the work of subordinate branches involved in carrying out the mission and functions of the division.
  • Ensures efficient utilization and professional development of staff. Accepts, amends, or rejects work, appraises the performance of staff members.
  • Evaluates internal payment policies, procedures, controls, and work outputs to ensure compliance with Department of Defense (DoD) payment policies and directives.

Qualifications: Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-09, applicants must have served 52 weeks as a GS-07 or higher in the Federal service. To be considered for the GS-11, applicants must have served 52 weeks as a GS-09 or higher in the Federal service. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07 if applying at the GS-09 level, or GS-09 if applying at the GS-11 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-09 Specialized Experience is defined as: performing financial management data analysis, creating recommendations for financial operations improvements, and customer support in a call center environment. GS-11 Specialized Experience is defined as: monitoring financial systems to identify weaknesses and ensure compliance; analyzing the impact of laws and regulations on financial policies, operations and systems and recommending changes to maintain compliance; and resolving complex financial inquiries in a call center environment. To verify you meet the time-in-grade requirement, please provide a copy of a recent SF-50 that shows you have completed at least 52 weeks at the next lower grade level. Examples of qualifying SF-50s include: Within-Grade Increase (WGI) Promotion Any SF-50, if its effective date allows a specialist to calculate 52 weeks of service. (The effective date is in the upper-right corner of the SF-50) You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
